Skating rinks are one of the ideal amenities for public spaces: if managed and located well, they are a destination in themselves, and they attract passersby, satisfying both the exhibitionists and the quiet observers among us. They also fill a critical need for activities in the wintertime—making it a pleasure to linger outside in the cold weather.

Skating rinks take full advantage of the season to energize the public spaces around them. Portland, Oregon's Pioneer Courthouse Square, known as that city's "Living Room" and probably the best central square in the US, has asked PPS to help them envision winter uses including a possible skating rink. Pioneer Courthouse Square's management team adopts a never-ending strategy that is constantly thinking of new amenities and programs to bring to the people of Portland, even in the winter.

That's why it's so disappointing to see some places turn their back on people during the winter. Bryant Park, one of New York City's great public spaces, has been doing just that with the "Mercedes-Benz New York Fashion Week." During Fashion Week, which took place February 7-14 this year, the park was shut off to the public and enveloped by enormous tents reserved for the haute couture cognoscenti. Although Bryant Park resides in our catalog of Great Public Spaces for its amazing design, programming and management, this willingness to give people the cold shoulder is a reprehensible example to other public spaces, and we are inducting Bryant Park into our Hall of Shame as well.
