My idea to improve this place

Build a world-class, Riverwalk connected, Minor League baseball stadium. Cities like Memphis and Chattanooga have had great success bringing families downtown using this approach

So that people could... 

Enjoy a game without having to drive to the west side of town. Wolfe Stadium does not attract tourists and is not convenient to a majority of our locals. A downtown stadium would offer business travelers and locals another form of family friendly entertainment

The river taxis should be available as an alternate mode of transportation for the citizens of San Antonio.

Riverwalk and riverwalk expansion to Broadway., 0.1 Kms

Add amentities to Maverick Park like benches, public chess tables, a statue or fountain. Turn it into a high activity center like Hyde Park in Sydney.

have painting work days for citizens to spruce up shabby buildings and lots. I imagine clubs, troops (boy and girl scouts), just plain locals could rally around the effort in COOL WEATHER.

all visible abandoned-looking lots on drive from airport to downtown and rooftops visible from the Tower of the Americas. I only take visitors to the tower AFTER dark because it is so unattractive., 0.17 Kms
