undeveloped spots all around San Antonio

My idea to improve this place

Have the city encourage communities to create self developed garden spaces in vacant "spaces" all around San Antonio.

So that people could... 

grow their own greenery, develop a stronger sense of community, create a stronger tie to San Antonio soil, beautify and enrich areas which would other wise go unnoticed.

Because I want San Antonio to be...

a self conscious, self driven community of action oriented individuals.

On this property sits a beautiful Moorish-style building, long neglected and taller building. As vacant buildings homeless sleep in the doorway in an area that is a gateway to downtown.
