My idea to improve this place

A bicycle freeway similar to the SA River renovations, but to east and west SA.

So that people could... 

Could bike into/out of downtown without worrying about automobiles.

Because I want San Antonio to be...

A pedestrian and bicycle friendly place that allows for easy transit in ,around, and out of downtown.

is to increase accessibility and functionality as a living place - not just a destination place. We need easy and multi-modal public transportation and access to everyday, quality goods and services.
