My idea to improve this place

Adapt it for use as a small "pocket park".

So that people could... 

Cross across it using sidewalks instead of dirt paths. Sit and enjoy the shade of trees, eat lunch on a park bench, and visit with their neighbors. Enjoy an appealing urban park instead of a vacant lot used for parking and dumping.

Because I want San Antonio to be...

An inviting place for residents and visitors alike. I want downtown to be more than just pavement and have parks other than the riverwalk and the widely distributed larger parks.

there is a small strip of empty land there this place could be cleaned up, landscaped, a couple of tables, benches, etc. maybe even add free public wifi.

Narrow the streets and make them more pedestrian and bicycle friendly. Increase residential units/mixed use in the areas.

Remove the window tint from the Robert E. Lee Apartment building on the street level. It looks abandoned, maybe add street level store fronts.
