My idea to improve this place

Turn the empty buildings, warehouses, and other structures into more residential condos and lofts with more activity at the street level with retail etc.

So that people could... 

The area is full of empty 1 to 2 story buildings, warehouses, schools, and other structures. An idea was proposed to turn the area around the Christopher Columbus Hall into a Little Italy. A more concerted effort could be undertaken to the broader NW downtown corridor and utilize abandoned and under utilized space that would generate more residential and commercial activity in an area that is lacking energy.

Narrow the streets and make them more pedestrian and bicycle friendly. Increase residential units/mixed use in the areas.
