My idea to improve this place

Build pedestrian conveyors, aka, moving sidewalks along the stretch of Commerce to spur development like it did in Hong Kong. See link below.

So that people could... 

Move easily along the stretch of downtown without the need to return to their cars. It would also create a more walkable downtown.

Because I want San Antonio to be...

more plaza or mall-like with increased foot traffic. This would encourage more development downtown. Instead of "build it and they will come", we should focus on development following the crowds.
