Open the bottom floor of the old Joske's department store for vendors and artists to have small shops that face Commerce and Alamo to eliminate the blank wall syndrome along Commerce.
So that people could...
shop for unique gifts while integrating the blank walls into the streetscape again

This is a good idea. I've heard of plans for Joske's for years. One problem is that the exterior of the upper floors is an iconic historic modification of an older forgotten even more historic exterior within the iron.

Expand pedestrian plaza area by closing Losoya between Commerce and Market. Reverse direction on Losoya to NB and on Crockett to EB. Open SB bus lane on Alamo to public.
