This park pavilion in the midst of a dense neighborhood could provide sorely needed public space, but it's locked up, accessible only to pigeons.

Why It Doesn't Work
The pavilion has been neglected by the City of NY and the Parks Department since at least 1992. It is presently fenced off to prevent the local bums and drug addicts from doing their thing. It is in the heart of New York's Chinatown neighborhood, in a park that is frequently used by children and senior citizens. "Friends of Columbus Park" has been formed to try to keep the park active for community use and our first mission is to do something about this Pavilion. We'd like to rebuild it and make it into a Youth Center for the kids in the area.
What Puts Columbus Park Pavilion in the Hall of Shame?
totally inaccessible - it's fenced off and locked
It has become home for the hundreds of pigeons in the area.
nothing goes on here - although the rest of the park has lots of activity
it could be a thriving community place and a focal point for the park
