<p>You may have heard about downtown Detroit&#8217;s big comeback story. <a href="http://www.pps.org/projects/campusmartius/">Campus Martius</a> has become one of America&#8217;s great urban squares. Demand for housing has outstripped supply for months. Major tech firms like Twitter are opening up offices in refurbished historic buildings. The Motor City&#8217;s historic core is ascendant.</p>
<p>Yesterday, at an event hosted by Dan Gilbert of <a href="http://www.quickenloans.com/press-room/?s=rock+ventures">Rock Ventures LLC</a>, downtown Detroit became the Rust Belt comeback kid to watch. Gilbert, who moved thousands of employees downtown from his company Quicken Loans&#8217; former headquarters in the suburbs, has bought more than a dozen downtown properties in recent years and is deeply invested in the revitalization of the district. He is a new kind of visionary who understands the fundamental value of great places, and the need to <a href="http://www.pps.org/blog/stronger-citizens-stronger-cities-changing-governance-through-a-focus-on-place/">work with his fellow citizens</a> to shape the city&#8217;s future together, rather than imposing a singular vision from the top down. The movement that he has built is about turning everything in Detroit up-side down and reorienting the role of each player, from pedestrian to CEO, to maximize their contribution to the shared experience of the city.</p>

<p>Our own involvement in that movement began last September, when PPS joined <a href="http://www.terremarkpartners.com/">Terremark Partners</a>, <a href="http://www.shookkelley.com/">Shook Kelley</a>, and <a href="http://www.gibbsplanning.com/">Gibbs Planning Group</a> for a charrette organized by Rock Ventures. &#8220;We proposed developing a Placemaking vision for the major public spaces, and refining the plan through the <a href="http://www.pps.org/reference/the-power-of-10/">Power of 10</a> concept,&#8221; says <a href="http://www.pps.org/about/team/mwalker/">Meg Walker</a>, a Vice President at PPS who worked on the project. &#8220;That&#8217;s been a key factor from the start. A lot of developers aren&#8217;t as enlightened as Dan Gilbert&#8230;they wouldn&#8217;t necessarily think about the glue that&#8217;s holding this all together.&#8221;</p>
<p>The Power of 10 framework suggests that a great city needs at least ten great districts, each with at least ten great places, which in turn each have at least ten things to do. Great public spaces produce an energy and enthusiasm that spills over into surrounding areas. By being conscious of this and planning for it from the start, Placemakers can speed up the process of revitalization by making sure that the key places within their district complement each other and great a major regional destination. That is the promise of the Placemaking vision for downtown Detroit. It is a grand experiment made up of many small, human-scaled parts: the largest full-scale Power of 10 exercise undertaken yet.</p>
<p>And of course, the citizens of Detroit have played a fundamental role in shaping the plan and identifying the attractions and uses that they want to see in their downtown. &#8220;The people in Detroit love their city so passionately,&#8221; says PPS president <a href="http://www.pps.org/about/team/fkent/">Fred Kent</a>, who presented the public space plans at Rock&#8217;s unveiling event yesterday. &#8220;It&#8217;s unlike any other city I&#8217;ve ever been to. When people love Detroit, they <em>really</em> love it. That&#8217;s what makes it such an ideal place to try something like this. Dan&#8217;s vision has been to get everyone involved, and tap into that love that Detroiters have for their city. Revitalizing cities around place is all about the community organizing, and his passion for that, and understanding of it, is truly revolutionary.&#8221;</p>
<p>That passion was channeled via a slew of engagement activities over the past several months. This included a series of Placemaking workshops last November and December, and an interactive <a href="http://www.pps.org/blog/pop-up-placemaking-connecting-the-dots-in-detroit/">pop-up &#8220;Placemaking hut&#8221;</a> at the annual holiday tree lighting ceremony in Campus Martius. This activity was bolstered by interviews and focus groups, input from which was used to create a stunning, detailed report in February that was used by Rock to create the vision plan for downtown, <strong><a href="http://opportunitydetroit.com/wp-content/themes/opportunitydetroit/assets/PlacemakingBook-PDFSm.pdf">which is available online as a PDF here</a></strong>. (Really, don&#8217;t miss it!) &#8220;We knew that we need public input,&#8221; says Walker. &#8220;You can&#8217;t just come up with this kind of plan in a vacuum.</p>

<p>Now, with so much momentum behind the project, the real thrill will be watching the plan take off in just a couple of months. Rock will begin implementing the Placemaking vision this summer via a large-scale <a href="http://www.pps.org/reference/lighter-quicker-cheaper-2-2/">Lighter, Quicker, Cheaper</a> strategy that will include installations, pop-ups, and other activities in key public spaces like Cadillac Square, Capitol Park, and Grand Circus Park. This experimental approach will inform the long-term transformation of downtown&#8217;s public realm. The focus is on re-orienting downtown around the pedestrian experience and making walking a joy. The Motor City, the focus has long been on the streets—and turning Detroit around will require a total re-thinking of critical arteries like Woodward Avenue as streets for people, rather than cars.</p>
<p>Or, as Fred put it in his presentation, &#8220;We want to create a city where you don&#8217;t drive <em>through</em> the center, you drive <em>to</em> it.&#8221;</p>

<p>We&#8217;ll be keeping you updated on progress as Rock moves forward with the implementation of the Lighter, Quicker, Cheaper plan this summer. The process won&#8217;t only be exciting for Detroiters, but for anyone who sees the potential in a struggling downtown and is looking for a way to transform a whole district. By focusing on creating great public destinations with residents rather than building trophy buildings or designing spaces as showpieces without involving the people who will use them, Detroit has the potential not just to change its own narrative, but to change how cities around the world take on urban revitalization. We&#8217;ll also be in Detroit in two weeks for the first meeting of the Placemaking Leadership Council, and will have plenty of exciting new info to share with Placemakers afterward. <p>A great place is something that everybody can create. If vibrancy is people, <a href="http://www.pps.org/blog/placemaking-as-community-creativity-how-a-shared-focus-on-place-builds-vibrant-destinations/">as we argued two weeks ago</a>, the only way to make a city vibrant again is to make room for more of them. Today, in the first of a two-part follow up, we will explore how Placemaking, by positioning public spaces at the heart of action-oriented community dialog, makes room both physically and<em> </em>philosophically by re-framing citizenship as an on-going, creative collaboration between neighbors. The result is not merely vibrancy, but equity.</p>
<p>In equitable places, individual citizens feel (first) that they are welcome, and (second) that it is within their power to change those places through their own actions. “The huge problem with citizenship today is that people don&#8217;t take it very seriously,” says Harry Boyte, director of the <a href="http://www.augsburg.edu/democracy/">Center for Democracy and Citizenship</a> at Augsburg College. “The two dominant frameworks for citizenship in political theory,” he explains, “are the liberal framework, where citizens are voters and consumers of goods, and the communitarian framework, where citizens are volunteers and members of communities. In other words, for most people, citizenship is doing good deeds, or it&#8217;s voting and getting things. We need to develop the idea of civic agency, where citizens are co-creators of democracy and the democratic way of life.”</p>
<p>It is bewildering, when you take a step back, to realize how far we’ve gotten away from that last statement. We have completely divorced governance from citizenship, and built thick silo walls around government by creating an opaque, discipline-driven approach to problem-solving. Busting those silo walls is imperative to creating more equitable communities. Rather than trying, haplessly, to solve transportation, housing, or health problems separately, as if they exist within a vacuum, government should be focused on building stronger place.</p>

<p><strong><br />
Revitalizing citizenship through Place Governance<strong>: Why we need a Copernican revolution</strong></strong></p>
<p>As the link between bustling public spaces and economic development has grown stronger, some government officials have started advocating for change in this arena. After so many decades of top-down thinking, the learning curve is steep, and many officials are trying to solve human problems with design solutions. But a new citizen-centered model has also begun to emerge, that we’ve come to call Place Governance.</p>
<p>In Place Governance, officials endeavor to draw more people into the civic decision-making process. When dealing with a dysfunctional street, for instance, answers aren’t only sought from transportation engineers—they’re sought from merchants who own businesses along the street, non-profit organizations working in the surrounding community, teachers and administrators at the school where buses queue, etc. The fundamental actors in a Place Governance structure are not official agencies that deal with specific slices of the pie, but the people who use the area in question and are most intimately acquainted with its challenges. Officials who strive to implement this type of governance structure do so because they understand that the best solutions don’t come from within narrow disciplines, but from the points where people of different backgrounds come together.</p>
<p>One of the key strengths of Place Governance is that it meets people where they are, and makes it easier for them to engage in shaping their communities. We have seen the willingness to collaborate more and more frequently in our work with local government agencies. Speaking about a recent workshop in Pasadena, CA, PPS President Fred Kent noted that “The Mayor and City Manager there fully realize and support the idea that if the people, lead they [the government] will follow. They recognize that they need leadership coming from their citizens to create the change that will sustain and build the special qualities that give Pasadena a sense of place.”</p>
<p>Finding ways to help citizens lead is critical to the future of community development and Placemaking, which is exactly why we have been working to form cross-disciplinary coalitions like <a href="http://livabilitysolutions.org/">Livability Solutions</a>, <a href="http://www.communitymatters.org/">Community Matters</a>, and, most recently, the <a href="http://www.pps.org/blog/announcing-the-placemaking-leadership-council/">Placemaking Leadership Council</a>. “Democracy is not a government, it&#8217;s a society,&#8221; argues Boyte. “We have to develop an idea that democracy is the work of the people. It&#8217;s citizen-centered democracy, not state- or government-centered democracy. That doesn&#8217;t mean government doesn&#8217;t play an important role, but if you think about government as the center of the universe, we need something like a Copernican revolution.”</p>

Attachment <em>then</em> engagement: <strong>Co-creating a culture of citizenship</strong><br />
</strong></p>
<p>The engagement of citizens from all walks of life is central to Place Governance, and while a great deal of Placemaking work comes from grassroots activity, we need more change agents working within existing frameworks to pull people in. As the <a href="http://www.knightfoundation.org/">Knight Foundation’s</a> <a href="http://www.soulofthecommunity.org/">Soul of the Community</a> Study has shown for several years running, “soft” aspects like social offerings, openness, and aesthetics are key to creating the attachment to place that leads to economic development and community cohesion. But counter-intuitively, civic engagement and social capital are actually the <i>two least important factors in creating a sense of attachment</i>.</p>
<p>As it turns out, that’s actually not bad news. It’s all in how to read the data. When the SOTC results came out, <a href="http://loflinconsultingsolutions.com/">Katherine Loflin</a>, who served as the lead consultant for Knight on the study, recalls there being a great deal of consternation at the foundation around this surprising result. But SOTC does not measure the factors that are most important to place generally; it measures the factors that are most important in regard to peoples’ attachment to place. Working off of the specificity of that premise, Loflin dug deeper into the data to see if she could find an explanation for the curious lack of correlation between engagement and attachment.</p>
<p>“By the third year of Soul,” Loflin says, “we decided to start testing different variables to see whether civic engagement has to work <em>with</em> something else to inspire attachment. We found that one thing that does seem to matter is one’s feeling of self-efficacy. You need civic engagement <i>plus</i> the belief that you can make a difference in order for it to create greater attachment. We can&#8217;t just provide civic engagement opportunities, we also have to create a culture of success around engagement if we want it to translate to feelings of greater attachment to a place.”</p>
<p>Matt Leighninger, the director of the <a href="http://www.deliberative-democracy.net/">Deliberative Democracy Consortium</a> (a Community Matters partner) echoes this need when talking about his own work in engaging communities. “The shortcoming of [a lot of community dialog] work,” he says, “is that it is too often set up to address a particular issue, and then once it&#8217;s over, it&#8217;s <i>over</i>. You would think that people having an experience like that would lead them to seek out opportunities to do it again on other issues, but that often doesn’t happen. Unless there&#8217;s a social circle or ecosystem that encourages them and honors their contributions, it&#8217;s not likely that they&#8217;re going to stay involved.”</p>

How Placemaking helps citizens see what they can build together<br />
</strong></p>
<p>Creating that support system is what Place Governance is all about. In addition to their capacity for creating a sense of attachment to place, great public destinations, through the interactive way in which they are developed and managed, challenge people to think more broadly about what it means to be a citizen. Place Governance relies on the Placemaking process to structure the discussion about how shared spaces should be used in a way that helps people to understand how their own specific knowledge can benefit their community more broadly. &#8220;We can set up the conversation, and help move things along,&#8221; Kent says, &#8220;but once the community&#8217;s got it, they&#8217;re golden. Just setting the process up for <i>them</i> to perform—that&#8217;s what Placemaking is.&#8221;</p>
<p>If the dominant framework for understanding citizenship today is passive, with citizens ‘receiving’ government services and being ‘given’ rights, then we need to develop affirmative cultures around citizen action. We should also recognize that elected representatives are citizens, just as surely as we are ourselves. We need officials to focus on creating great places with their communities rather than solving isolated problems for distant constituents. Equitable places are not given, they are made, collaboratively. Everyone has a part to play, from the top down, and from the bottom up. “The default of consumer culture,” Boyte says of this much-needed shift in thinking about citizenship, “is that people ask what they can get, rather than thinking about what they could <i>build</i>, in terms of common resources.”</p>
<p>Governance is social, and citizenship is creative. The only things standing between where we are and where we want to be are those big, thick silo walls.</p>

Mark&#8217;s been poring over the results of last September&#8217;s conference in Long Beach, CA, and we recently had the chance to sit down with him when he made the trek up to HQ, to get a sense of how people responded to the new &#8220;Pro Place&#8221; focus. Mark also offered some teasers about the lead-up to Pro Walk/Pro Bike: Pro Place 2014, <a href="http://www.pps.org/pwpb2012/2012/09/18/for-release-pittsburgh-announced-as-the-host-city-for-the-pro-walkpro-bike-conference-in-2014/">which will take place in Pittsburgh, PA next fall</a>.</p>
<p>&nbsp;</p>
<p><b>What were some of the trends that you saw in terms of what conference-goers voted for with their feet?</b></p>
<p>The good news is that Placemaking sessions fared very well, which is encouraging because it shows that the conference theme of &#8220;Pro Place&#8221; was resonating with people. One session that did very well was led by <a href="http://www.pps.org/blog/creating-great-streets-what-does-it-take-an-interview-with-john-massengale-victor-dover/">Victor Dover and John Massengale</a>, who spoke about street design where we’re not just talking about paint and asphalt and dimensions, but really paying attention to context and creating beautiful streets.</p>
<p>Women and cycling was a popular subject. I could definitely see a lot of broad interest in making cycling a lot more reflective of this diverse country that we live in. A lot of bike advocacy has been geared toward the alpha-male bicyclists for too long, and now there&#8217;s a growing realization that there&#8217;s a whole new population that’s really interested in cycling and ready for alternatives to the car. We’re trying to be supportive of that in how we plan for the next conference, because people are indicating that they’re really interested in taking advocacy in that new direction.</p>
<p><b>Building on that advocacy theme&#8211;as much as people were coming to the last Pro Walk/Pro Bike and learning about Placemaking, us Placemakers all have a lot to learn from biking and walking advocates about how to run a campaign. Can you talk more about that?</b></p>
<p><a href="http://www.pps.org/about/team/fkent/">Fred</a> talks a lot about <a href="http://www.pps.org/blog/zealous_nuts/">Zealous Nuts</a> in his presentations, and there are no more zealous or nutty people than bike advocates! We’re very good at organizing, and showing up to meetings, and writing congressional offices. We’re a highly motivated crew. I think that Placemakers can learn a lot from rubbing elbows with bike advocates.</p>
<p>Bikers are sort of tribal. When you get a bunch of them in a room together, the conversation always seems to gravitate to the last a**hole you had an encounter with out on the road. That’s one of the things that really bonds bikers together: we’re out there and we don’t have much in the way of protection, so we’re dependent on the goodwill and skill of drivers, and also the DOT to give us a safe place to ride. So safety is a big shared concern.</p>
<p>You have to take the long view. The first Pro Walk/Pro Bike conference was in 1980, and it was about a hundred people in Asheville, NC. We had 900 people in Long Beach this year. From what I&#8217;ve been told by those who were there, the folks who showed up in Asheville were a bunch of idealists, working outside the system. But through the years, biking has been institutionalized, so a lot of those advocates became the first state bike/ped coordinators, and later the first local bike/ped coordinators. Over time, they were co-opted into the transportation establishment, which is a great thing.</p>
<p>There are still advocates out there, because that bike/ped coordinator still needs support from the public, and to know that people want this stuff. So advocates give him or her the cover. And I wonder if maybe that’s where Placemakers need to go now: to organize as advocates, develop a common agenda, and then hopefully get co-opted into transportation, governance, all of these places where our government already spends money but builds a bunch of <i>crap</i>.</p>
<p><b>How did that co-opting happen? How did these folks go from being the idealists outside of the system to being the inmates running the asylum, so to speak?</b></p>
<p>I would say it was ISTEA in 1991. It helps if the Feds are saying “look, if you want to get this money to build trails and other enhancement projects, you need to have a state bike/ped coordinator.” That was a major boost for the movement. But there was demand for that legislation. Back when Dan Burden was hired on as the first state bike/ped coordinator in Florida, biking was pretty popular. The Feds saw demand, and they wanted to answer it.</p>
<p><b>Any other thoughts on where PWPB is heading in 2014, and how it will continue to evolve? </b></p>
<p>Well, of course, I think that we have the smartest conference attendees out there! And we function best and are most effective when we can demonstrate that the improvements we’re arguing for benefit a community. That when you <a href="http://www.pps.org/reference/rightsizing/" target="_blank">rightsize</a> a street, for instance, you’re not just doing good things for people who walk and bike, you’re adding value back to the property that the road had subtracted from. Placemaking is always going to be a part of it, if we’re smart. We’re seeing that in the attendance in 2012, and that’s going to continue in 2014.</p>
<p>The people in Pittsburgh are very excited. One of the reasons that they wanted to host the 2014 conference is that they want to kickstart their bike/ped plan implementation, but they also want to do more with Placemaking. I’m looking forward to doing interventions around the city. We’re going to do a warm-up event in the fall of 2013, and I hope to see a lot of good things come out of that, a lot of project ideas. PPS has budgeted for staff involvement with the city.</p>
<p>Pittsburgh is a great laboratory for Placemaking. That city has a lot of people in foundations that are interested in place, they’ve got a burgeoning tech sector, and they’ve got a couple of great people, <a href="http://bakery-square.com/">like the guys from Walnut Capital who re-purposed an old Nabisco plant</a>…you don’t have to sell these folks on the principles of mixed-use neighborhoods! They want more of this. They want to get developers there so they can evangelize to them and get city councilors there to see that this stuff works, and that there’s demand. That’s exciting.</p>
<p>Coming from the bike advocacy world, I believe that we’ve made a key mistake in thinking that federal legislation is the be-all and end-all of what’s going to make this country bicycle-friendly and walkable. But it’s more complex than that, especially when you’ve got a Congress that’s not interested in solving big problems. It’s going to be incumbent on us to engage with the private sector. It helps when you’ve got people who’ve shown that this can be tremendously lucrative, and that people want it.</p>

<p><em>It is hard to believe that it has already been six weeks since we convened Pro Walk/Pro Bike: Pro Place 2012. The conference inspired a multitude of ideas, forged new partnerships, and reinforced existing ones. The tone was mostly upbeat; however, owing to the frustration of those who have been calling for change for years if not decades, sometimes the messaging took out their frustrations on engineers and transportation professionals.</em></p>
<p><em>Reprinted below (with permission) is an email sent to me by Bryan Jones, one of the professional engineers in attendance at the conference, expressing his concerns over how some of the advocates who spoke at PWPB Pro Place engaged in what I would call engineer-bashing. After spending 40 years as a transportation engineer myself, I empathize with Bryan (who works, for the record, as the Deputy Director of the City of Carlsbad, California’s <a href="http://www.carlsbadca.gov/services/traffic/Pages/LivableStreets.aspx">Transportation Department</a>). As an engineer, I too have often borne the brunt of folks frustrated with the direction of transportation over the last 50 years.  </em></p>
<p><em>I felt that Bryan’s email was worth sharing, not so much in an effort to defend my profession, but because I know that Bryan is 100% correct in pointing out that when advocacy unleashes harsh and personal rhetoric, it not only distracts us from the path to change, it deepens the barrier that we have to cross to engage the transportation for change. Bryan’s remarks about the reaction in some quarters to our disappointment with <a href="http://www.fhwa.dot.gov/map21/">MAP-21</a> also resonated with me. Stomping our feet over what could or should have been will do no good.</em></p>

<p>Dear Gary;</p>
<p>I wanted to take a moment after <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> to share that I really enjoyed the conference. There were many great sessions and featured keynote speakers. For me, it was about connecting and reconnecting with people and fostering relationships. It was about hearing what others are doing in their organizations whether in advocacy, government, private business, or non-profits, at the local, regional, state, or national level. The 2012 organizers did a great job bringing the Pro Place theme into the conversations. I was fascinated and inspired by people from Project for Public Spaces like Fred &amp; Ethan Kent, and advocates like Victor Dover. They brought a great new language and conversation to the Pro Walk/Pro Bike movement. Their messages resonated with me as their work results in creating streets, places, and communities where people want to be. And that means jobs, new businesses, and thriving and safe communities. The City of Long Beach and the host committee also did a fantastic job. Well done Charlie Gandy and team!</p>
<p>While the host committee reached out to organizations like the Institute for Transportation Engineers and AASHTO, there was an undertone throughout the conference that these organizations and their members along with a certain political party was to blame for society’s current problems. So the reach out was one step forward, but the undertone might have been two to five steps backwards. In fact, some of the speakers did not even make it an undertone. When speakers attack certain professions such as Traffic Engineering or political parties such as Republicans, it does not create partnerships or unity for a movement but furthers polarization and a greater divide. Most engineers at this conference felt unwelcome if they could not overcome or look past some of the speaker&#8217;s attacks.</p>
<p>The speakers were good, and their message could have been delivered without attacking or blaming. I heard it during keynote speeches and in break-out sessions. A good analogy would be a comedian&#8217;s or musician&#8217;s talents that get lost or unheard because of their curse language that prevents some from attending or listening. However, many of the speakers spoke to the choir and audience present rather than connecting with, welcoming, and reaching out to these new organizations which could be our partners now and in the future. In fact, I heard from many engineers that they felt unwelcome, which is definitely not a feeling we want them leaving with because we need them as partners and collaborators. I have been working closely with advocacy organizations for most of my career, and I feel my collaborative experiences with them have allowed me to be a better engineer and planner. I always encourage my colleagues in the engineering and planning professions to proactively engage advocacy organizations in a collaborative manner.</p>
<p>We can dwell on the perceived setback of MAP-21 and become victims. It is an easy position to take. However, our reality is in our thoughts and we can focus our thoughts on all the great successes that have been accomplished and how to foster more of these successes. We can focus on what we &#8220;CAN&#8221; do rather than what we &#8220;CAN&#8217;T&#8221; do. Blaming others or specific groups for our built environment accomplishes very little and, as I remember one of my mentors saying, when you point blame on others there are three fingers pointing back at you. We have to be careful throwing rocks in a glass house. We live in a democracy so our built environment is the responsibility of all of us&#8230;now and in the past and future. And it has caused unintended public health, environmental, and mobility costs to name just a few of the consequences.</p>
<p>I might suggest that we can focus on changing to a culture of Active Transportation by changing the language and conversations. We need to identify and LISTEN to what our allies’ and perceived enemies’ objectives are. We should not just be talking, but SHOWING how effective our alternatives are through implementation—even at a small scale—with consistency, which can build a lot of momentum. However this requires us to CONNECT PEOPLE. A title I might suggest for 2014–I heard this &#8220;connection&#8221; discussion in April Economides presentation about her team’s success in Long Beach with Bicycle Friendly Business Districts. She changed perceptions by changing the language and conversations with people that were against bikes. While her passion is green stuff, she understood the passion of many of the business owners was also &#8220;green&#8221; $tuff! She spoke with them about the pro$perity of welcoming bike riders into their business districts, and did a lot of listening to their concerns and objectives.</p>
<p>Just so you know a little about me, this was my first Pro Walk/Pro Bike conference&#8230;although I called it Pro Walk/Pro Bike: Pro Place. I  am a Traffic Engineer, but also a Professional Transportation Planner; a member of the American Institute of Certified Planners; a League-Certified Instructor from the League of American Bicyclists; an advocate for Bicyclists and Pedestrians; a Complete and Livable Streets Implementer; and a local government public administrator/ leader. I have also had success with implementing Complete and Livable Streets in two jurisdictions (Fresno and Carlsbad) that were fairly automobile-focused when I started in their organization and community.</p>
<p>Neither of these communities has really been on the radar of most in the nation, as we didn&#8217;t accomplish change through policies and processes but rather through leadership, making connections, fostering relationships, and focusing on results. A lot of the success in these communities has come from aligning projects with community values and partnering with others like regional MPO&#8217;s, advocacy organizations, public health organizations, and our local business community. These two jurisdictions also both happen to be fairly conservative in political climate, so this movement does not have to be about one political party against another. These two communities might be great examples to further explore how political support was gained from a political party that is perceived by many as the enemy or surpressor of progress in transportation.</p>
<p>In my advocacy, I take time to encourage, empower, and enable engineers and planners to be leaders by evaluating and questioning their standards, policies and process and to determine if these standards align with community values and result in the outcomes where people want to walk and bike. We need bold transportation professionals that bring ingenuity and creativity to our profession; the world is ever-changing, and our profession must keep up. I want to also encourage the Pro Walk/Pro Bike organization to continue to utilize those of us in the transportation profession that &#8220;get it&#8221; and are your allies. We can help bridge the gap and create and foster the necessary relationships and connections with our fellow colleagues that might be slow to adopt the new active transportation system.</p>
<p>We have seen the innovation that has occurred in the telecommunication industry over the last fifty years. It started out with community phones with operators, then private phones, rotary phones to digital push button to wireless. Later the cellular phone was invented and first came with a briefcase size battery and as innovation occurred in the batteries and technology we went through flip phones, phones with keyboards, phone with lots of buttons and we now have the popular iPhone with one button. We are all waiting to see what comes next to help us connect with each other.</p>
<p>We have also seen a change in perspective with storm water regulations in California from quantity to quality. What would it be like if we experienced a change in perspective with transportation from quantity (freeways and wide thoroughfares with expectations of Level of Service C and D for peak hours) to quality.</p>
<p>However, change does not occur as quickly anymore from the Federal or State government. They are too big and remote to serve the people very efficiently and effectively or change course quickly. I am a firm believer that building quality streets, neighborhoods and communities starts with local governments. 85% of Americans lives within these cities. So in 2014&#8230;Pro Walk, Pro Bike, Pro Place, PRO PEOPLE! We could even add Pro Business and Pro Jobs! Or Pro Prosperity! or as this article suggests Pro Community Thrive! Just some thoughts on how the messaging could be better received by potential partners of tomorrow that maybe perceived by some as enemies of the movement today.</p>

<p>On a recent trip to Toronto, I visited <a href="http://www.waterfrontoronto.ca/sherbourne_common" target="_blank">Sherbourne Common</a>, a waterfront park designed by Phillips Farevaag Smallenberg. Walking around the park, you could be forgiven for thinking that you were actually passing through an elite museum&#8217;s pristine sculpture garden. Everything is placed <em>just so</em>, in a way that has created an environment so totally uninviting and ignorant of how human beings want to use public space that I knew, within moments of arriving, that what I was seeing was undoubtedly an &#8220;award-winning&#8221; design.</p>
<p>Indeed, <a href="http://www.pfs.bc.ca/html_news/news2012.shtml?02" target="_blank">Sherbourne Common received a National Honor Award</a> from the <a href="http://www.csla-aapc.ca/" target="_blank">Canadian Society of Landscape Architects</a>—Canada&#8217;s <em>highest honor</em> for landscape design—earlier this year.</p>
<p>Something is desperately wrong with a system in which a place like Sherbourne Common is deemed worthy of this kind of adulation. This is a place where pieces of play equipment are separated by vast stretches of grass and pavement, <a href="http://www.pps.org/on-adventure-playgrounds-mutli-use-destinations/" target="_blank">siloing different modes of play</a> and neutralizing their capacity for sparking children’s imaginations. Watching the handful of youngsters that were there trying to play on aimless gravel strips and concrete steps was almost painful. Imagine if you will a single swing poised, absurdly, alone; yards away, across swaths of pebbles and stone, some &#8220;sculptural&#8221; play equipment; and harried parents trying to keep track of their children as they dart between these far-flung art pieces.</p>

<p>The paths are broken up by erratically placed hedges and canals, creating unnecessary barriers. A wall of plantings provides a thorough green-wash, serving some insignificant, supposedly ecological purpose to hide the fact that the space itself is a failure at creating a joyful ecology of human activity. An “urban beach” area—something that has been done beautifully in cities like New York, Paris, Rotterdam, and Berlin—is also a missed opportunity here, falling with a dull thud thanks to overdesign.</p>
<p>The contrast with <a href="http://dufferinpark.ca/home/wiki/wiki.php" target="_blank">Dufferin Grove Park</a>, another stop on this trip (and many trips before), is breathtaking. Dufferin features a mix of activities and types of spaces: quiet groves, bustling playgrounds, campfires, a farmer&#8217;s market, and one of the most amazing sand pits you&#8217;ll find anywhere. Unlike the visitors to Sherbourne Common, most of whom looked confused or simply lost, the people in Dufferin Grove were beaming. It&#8217;s one of the best places I&#8217;ve ever been, no question.</p>
<p>Dufferin Grove Park, of course, has not won any major design awards. It is not <em>designed</em>, in the sense that we think of that word today; but it is highly <em>cultivated</em>. So much thought has gone into questions like &#8220;How do people want to use this space?&#8221; and &#8220;How can visitors to the park be involved in its continuing development?&#8221; The park&#8217;s managers have gone to great lengths to make sure that their public space is welcoming and inspiring to the broadest range of people possible: young to old, quiet to rambunctious.</p>

<p>The design professions have been given free reign to set up a wholly dysfunctional system when it comes time to promote the best and brightest, and the results are devastating our public spaces. Competition and awards juries are comprised of peers, people who have been &#8220;properly educated&#8221; to discern good design from bad. Whether the jury members actually have to use the spaces that they praise is irrelevant. They are tastemakers, not Placemakers.</p>
<p>As a result, so much of design today is geared toward pleasing juries of peers, rather than the people who actually determine whether a new space will become a great place: the ones who meet there, play there, and live their lives there. Bragging rights come from superlatives and high LEED ratings (which, by now, should be more a source of shame for architects who <em>don&#8217;t</em> achieve them rather than pride for those who do), rather than community life.</p>
<p>And let&#8217;s not get caught up on issues of style! Too often, attempts to start a meaningful discussion about the failure of so much of contemporary design to serve people are sidelined by architects&#8217; and designers&#8217; claims that what&#8217;s really happening is the attacking of “good design” and contemporary aesthetics by the uninitiated. That is not the case. Aesthetics are subjective, but use is not. The primary question that should be asked, when determining the success of a public space, is: are people using it? Are they happy, and smiling? Do <em>they</em> brag about how much they love it (not how many awards it’s won) to their friends in other cities?</p>
<p>This is the real tragedy of design today: it is so rarefied that it alienates everyday citizens and perpetuates the myth that architecture and planning are not things that they should be concerned with.</p>

<p>Communities do not think &#8220;we need to talk to a designer&#8221; when they want a new park; they talk to each other, and to their elected officials. Architects, landscape architects, and urban planners come later (if ever), and would benefit enormously from increased public interest in what they do. Involving people in shaping public spaces not only benefits those individuals and their neighborhoods through the development of social capital, it benefits designers by making what they do an integral part of a sacred community process instead of an expensive &#8220;extra.&#8221; Designers have a great deal of knowledge that is infinitely more resonant when it is used to help everyday citizens articulate their needs and create public spaces that are responsive to the communities they serve.</p>
<p>I&#8217;m issuing a call to arms to designers who are tired of the current system and are ready to begin building our professions back into communities. This is a great time to grow the constituency for design by creating places that people can really <em>use</em>. If you know of an &#8220;award-winning&#8221; public space that needs a reality check, please share it in the comments below. I want to call out places like Sherbourne Common and offer constructive, <em>place-centered</em> criticism more often here on the Placemaking Blog. I&#8217;ll be sharing my thoughts on the plan for Brooklyn Bridge Park&#8217;s Pier 6 next.</p>

<p>Every spring and summer, we welcome people from all over the world—architects, planners, developers, academics, city officials, advocates, activists, engaged citizens—to our offices in Manhattan for our Placemaking Training programs. While we offer several different training programs that can be tailored to different types of public spaces, our core curriculum is made up of four courses that have become mainstays in our efforts to spread the tools of Placemaking to an ever-broadening constituency: <a href="http://www.pps.org/training/httapa/">How to Turn a Place Around</a>, <a href="http://www.pps.org/training/making-it-happen/">Placemaking: Making it Happen</a>, <a href="http://www.pps.org/training/streets-as-places/">Streets as Places</a>, and <a href="http://www.pps.org/training/htcsm/">How to Create Successful Markets</a>. So how, you may ask, do these workshops really work? What am I going to get out of attending? What types of people actually attend?</p>
<p>How to Turn a Place Around (HTTAPA) is, put simply, “Placemaking 101.” The course is designed to introduce the core principles and fundamental tools at the heart of the Placemaking process. These tools will help anyone working on a public space project—whether you’re the architect designing a new plaza or a stay-at-home mom trying to rally neighbors to improve a local playground—to not only evaluate current uses of a site effectively and brainstorm for the future, but how to build community support and explain the mechanics of how great places work as well. As past HTTAPA participant Adele Gravitz (who works as the Sustainability Coordinator for Lenox, Mass., and Community Transformation Grant Program Coordinator for <a href="http://www.tritownhealth.org/index.html">Tri-Town Health Department</a> in Lee, Mass.) explains it, “The people running the training are remarkably precise about something that you&#8217;d think of as not just hard to explain, but to quantify! Everything you get is pure meat; there’s no fluff, no filler, no wasted time. I took away so many nuggets of tangible knowledge, as well as site-specific examples.”</p>
<p>Placemaking: Making it Happen (MIH) builds on the knowledge set up in HTTAPA and digs into the complicated and fascinating process of place management. At PPS, we’re fond of saying that the success of a public space is about 80-90% reliant on its management, so MIH offers critical insights for people who spend a good deal of their time working on spaces over the long term. “Most planners finish their plan and go on to another place,” says MIH alum Zvika Mintz, an <a href="http://geoplaning.blogspot.co.il/">urban planner</a> from Kfar- Saba, Israel. “They don&#8217;t often stay and work on the maintenance of the place. Making it Happen shows the importance of maintaining the space. <a href="http://www.pps.org/reference/11steps/">You&#8217;re never finished</a> with a project.”</p>
<p>“I think the Making it Happen training is really helpful for anybody who is in need of outside-of-the-box concepts to help motivate them or drive a new process,” says Cara Salci, a Development Project Manager with the <a href="http://www.canadascapital.gc.ca/">National Capital Commission</a> in Ottawa, Canada, who participated in MIH last spring. Salci, whose job was to manage the implementation of a series of  projects along the Rideau Canal this past summer, utilized the principles of <a href="http://www.pps.org/reference/lighter-quicker-cheaper-2-2/">Lighter, Quicker, Cheaper</a>. She noted that her experience with the Making it Happen training was especially helpful in giving her tools and a framework for approaching a project that was based upon ideas from the public: “Consulting the public isn&#8217;t a big, bad, scary thing. The public has a lot of positive input to offer and, when you empower them to do things, it can work out in a good way.”</p>
<p>Over the past few years, we’ve been listening, learning, and iterating to improve our Placemaking training programs by getting participants out into public spaces around New York City for hands-on evaluation exercises like the “Place Evaluation.” If it’s true that the best way to learn about a place is to manage it (and it is!), it follows that the best way to learn about the Placemaking process is to interact with other people around a real site. Mee Kam Ng, a professor of <a href="http://www.grm.cuhk.edu.hk/">Geography &amp; Resource Management</a> at the Chinese University of Hong Kong, explains the benefits of this social approach thusly: “As an academic, participating in such a hands-on workshop was very useful for me to ground some of the theoretical discussions in my field in practical, real-life situations. We can all contribute our own experience and perspective in producing a better city; that&#8217;s my fundamental belief. That coincides with how PPS does this work. We can all learn from one another. Placemaking is also a learning process in itself, that’s really more about tapping into one another&#8217;s perspectives. It’s about figuring out how to make a shared place better, but also making ourselves better along the way.”</p>

<p>Truly, one of the great strengths of the Placemaking trainings is the diversity of the participants. In addition to representing a wide variety of professional backgrounds and perspectives, attendees tend to gather from all corners of the globe. “As much as we bring our own expertise,” notes Norman Mintz, one of the PPS training leaders (and no relation to Zvika), “we find that when people have more time to get to know each other, it&#8217;s made the course even better. It&#8217;s more than just sitting down and taking notes, it&#8217;s sharing experiences. We&#8217;ve noticed that the caliber of people is very high; by and large these are people who are very knowledgeable. Being able to share their knowledge, with PPS and each other, is a big strength. To be able to do it with people from across the world is wonderful.”</p>
<p>From the participant side, Gravitz echoes this: “I was so impressed by the people who participated in the workshop; they really had something to offer. Everybody had such clarity and was so sharp about why they were there, what they wanted to get out of it, and what they could contribute. It was one of the few workshops I&#8217;ve attended where I <em>really</em> did get something out of listening to the other participants. The conversations were quite elevated.”</p>
<p>More often than not, one of the most interesting results of this cross-cultural exchange is the realization amongst participants that people all over the world are dealing with many of the same issues they are. There are unique challenges at every site, but the common problems that the people working to create great places share offer the greatest opportunities for participants to jump in and start applying the Placemaking principles that they’re learning. Everyone gets to know each other through exchanging their own tips, tricks, and lessons learned. The trainings provide the tools and framework to facilitate these kinds of place-based discussions by illustrating simple but hard-to-pin-down principles in ways that just <em>make</em> <em>sense</em>.</p>
<p>“One of the key takeaways that I brought home and have used in my work since the trainings,” says Salci, “is to always keep an open mind. You have to give your projects the flexibility to breathe a little bit. If someone throws out an idea, take the time to really consider it. It may not be the right solution, but it might lead you to the right one. Sometimes we&#8217;re so quick to judge whether something is a good idea or a bad idea, but within the Placemaking process, there’s more of a spectrum. With a project like the one I was working on—we hadn’t done something like it before, so it was great to have these tools and concepts to back up the decisions we were making.”</p>
<p>“I went to grad school already passionate about <a href="http://www.pps.org/reference/wwhyte/">Holly Whyte&#8217;s</a> work,” says Gravitz, “and that was years ago. But I found that going through the exercises we did at PPS’s workshop really armed me with an understanding—and the vocabulary—to explain with a clear certainty things that I always knew in my head, in a sort of fuzzy way, to someone who knew nothing about Placemaking.”</p>
<p>Zvika breaks it down in even more straightforward terms. “People like to watch people,” he says. “It’s very simple, but the way that Fred and the other instructors at PPS show and talk about ideas like this helps you to truly understand the importance of simple things.”</p>

<p>I recently had the opportunity to chat, via Skype, with <a href="http://www.tedson.com/">Tedson Meyers</a>. Tedson is the kind of person who has accomplished so much, and been involved with so many organizations, it&#8217;s hard to introduce him without feeling like you&#8217;re going to leave out all of the important parts, no matter how hard you try&#8211;so I&#8217;ll keep this intro short &amp; let you get on to the good stuff.</p>
<p>In addition to stints with the Peace Corps <em>and</em> the Marines, Tedson served on the City Council in Washington, DC, before the establishment of home rule in 1973. He was also one of the founders of the Bicycle Federation of America, which has since become the <a href="http://www.bikewalk.org/">National Center for Bicycling and Walking</a>, the host organization for this week&#8217;s <strong><a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a></strong> conference in Long Beach, California. You can see Tedson tomorrow, when he delivers opening remarks and introduces PPS President Fred Kent at the conference&#8217;s breakfast plenary.</p>
<p>So now, without further ado&#8230;</p>
<p><strong>I hear you have some interesting stories about your time on the DC City Council. You were appointed by Nixon, is that right?</strong></p>
<p>Right; the council had to be balanced both in party and race, and at that moment they were looking for a white inner city Democrat. His staff had come across the fact that I was a successful crime fighter by leading my neighborhood, which was mixed black, white, and Latino, to take back our street after two dead and two wounded in eleven months. We did simple things like floodlight the street, which sent a message. We presented ourselves to the absentee landlords and said we could do a better job managing the property than their absentee agents and they agreed. That quiet little community effort that we never thought would get anybody&#8217;s attention not only made the two local newspapers but also the three American television networks, the BBC, the German national television, and a spread in Look Magazine.</p>
<p>What was enchanting about it all is that I had been sent up to run New York state on behalf of the Democratic National Committee. I&#8217;d been a Hubert Humphrey speechwriter as a volunteer before. We came up eight points and beat Nixon by four points in New York by changing the public relations policy to a get-out-the-vote campaign because that&#8217;s the only way New York Democrats get results without killing themselves. I had come down from New York earlier to live in Washington. According to people who heard the tapes, he said something like, ‘He beat me in New York?’ They said yes, so he said, ‘I want <em>him</em> on the City Council.’ Of course I was immediately terrified by the thought, but I went to talk to the Democratic National Committee people who knew me and they said, ‘Oh Lord, <em>please</em> do it.’ So there I was. This was in &#8217;72. It was a very different city from the one we see today.</p>
<p><strong>And it could have been even moreso: you were involved with thwarting the effort to push a freeway through downtown DC, correct? There must be an interesting story there…</strong></p>
<p>We had a highway director, Tom Arris, who was an awfully good man and very professional, but he&#8217;d never met a blade of grass he didn&#8217;t want to pave. He had the very bright idea of bringing I-66, which ends at the Theodore Roosevelt Bridge, into DC and—Brace yourself!—down the National Mall as a covered trench: a four lane highway parallel to Ohio Drive on the river side of the Mall with a grilled trench on top. Then it would dive under the Tidal Basin and the Potomac River, come up on the other side, and join I-295.</p>
<p>Tom had gotten as far as the City Council; we were the last stop. Well, the Marine in me just turned <em>blue</em>. I quietly called a friend of mine who was the Chief of Police, and I said ‘I’d like to borrow a helicopter.’ He said, ‘Sure, go ahead.’ So I went up with a very skilled pilot, and we hovered over the district end of the Theodore Roosevelt Bridge. I did some counting with a clicker and a pair of field glasses, and it was perfectly clear that the traffic was not going to go where he said it would. It was all going north. I prepared a report, but then thought better of it, and I asked the Chief if I could borrow the chopper on another day so that I’d have two complete reports. The results were the same. The City Council met, and I shared my report with everybody. I also suggested the awful consequences of putting a highway down one of the most cherished scenes in America. They voted unanimously to kill it.</p>
<p>It turned out that Tom was so sure he was going to win that he&#8217;d already had the red, white, and blue signs painted. What I had not known is that half the highway department detested the idea including his deputies. He knew it, but he was a good man and if they disagreed, fine. They called to ask if they could visit me and they came with one of the signs. They said, “Councilman, here is your war trophy.” That sign hung in my home for years and now it hangs in the backyard in Fairhope, Alabama.</p>

<p><strong>What does the sign say?</strong></p>
<p>It just says “I-695 DC.” The highway that never was! Once, when it was hanging in my home, some police officers had reason to be in the house and one of them said, ‘Hey, that&#8217;s government property.’ I said ‘Well, yes, it was; but it was a gift.’ And he said ‘But there is no I-695.’ And I said, ‘do you know why?’ ‘No.’ ‘Well, you&#8217;re looking at the reason!’</p>
<p><strong>That, alone, is a pretty significant contribution to keeping DC bike and pedestrian friendly—but you’re also one of the founders of Bicycle Federation of America (now the NCBW).</strong></p>
<p>Yes. While I was on the City Council I tried to find ways to affect the legislation of the city to ensure more bike paths and pedestrian safety. I spent a day in a wheelchair with two paraplegic war veterans followed by television cameras showing the public how hard it was to get around DC in a wheelchair. The result was those curb cuts at every corner in downtown for wheelchairs, baby carriages, etc. But I failed miserably to really make serious progress. My term ended in &#8217;75 on the City Council, and home rule came. David Clarke beat me in the election for my seat, and I was glad that he did. He went on to become City Council Chairman, but died far too young.</p>
<p>The unfinished business of bikes and safety and the streets got me thinking, and I called together the crew that was helping me before—Katie Moran, Bill Wilkinson, Noel Grove—and said I&#8217;m ready to back this but we need an Executive Director, and they suggested <a href="http://www.walklive.org/">Dan Burden</a>, who’d just lead the Bike Centennial ride from the Pacific to the Atlantic. We met at the Golden Temple Restaurant on Connecticut Avenue in DC, and there was born the Bicycle Federation of America.</p>
<p>Within a couple years it was clear that we should be having conferences. Dan’s term ended because he had an opportunity to take over and lead Florida in the biking field. Katie Moran became the next Executive Director. We had our first bi-annual Pro Bike conference in Asheville, North Carolina, with 200 hard-eyed advocates. Before the recession, my recollection is we reached almost 800 in Seattle. What&#8217;s fascinating is the nature of the attendance. The hard-eyed advocates are still there, and God bless ‘em, but it has come to a point that is ideal, I think, for where PPS wants to take it, to re-frame biking and walking as a way to create livable, healthy communities with new options for getting around.</p>
<p><strong>It does seem like this year could be a real turning point, in terms of driving cultural change around the country.</strong></p>
<p>We last noticed that the fastest-growing professional group in attendance is traffic and transportation engineers—and believe me, we didn&#8217;t see <em>one</em> of them when we started. Part of the problem was an unexpected consequence of a blessing. The blessing was the Eisenhower interstate highway system, which beautifully lifted the economy, allowed people to visit family and friends where they never could easily before, and moved goods and services like we&#8217;d never had—but it also raised a generation of transportation engineers who thought there was nothing wrong with bringing it downtown.</p>
<p>What we&#8217;re up against is reversing a trend and an attitude in what&#8217;s important in moving people around, which has so relied on the automotive industry, and finding ways to restore alternative means of getting around. One of the biggest problems is that that wonderful highway system allows our living world to sprawl far from our working world, which means people need to travel extensively. I just came back from an AARP study in South Dakota. City people probably have no sense of this, but as small towns disappear or the businesses in them fail and have to close, the distances people have to go just for groceries could be 50 miles one way. As someone said out there, “We go 50 miles and we&#8217;re not halfway to the middle of nowhere.”</p>
<p>It&#8217;s going to become something we ought to talk about at <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a>. We need to recognize that non-emergency medical transportation in some parts of this country are absolutely imperiled, so badly that in South Dakota, and neighboring communities and states, many women are electing mastectomy over chemotherapy because they don&#8217;t want to travel 300 miles three days a week. It&#8217;s a growing problem of epic proportions and very much a result of decentralization. The reverse of that process can be seen in the Pennsylvania Avenue plan in DC, where a plan for upgrades made sure that just one to three blocks north of that corridor, residences would be built so that people could come back to the community and walk to work. That <em>is</em> happening. We&#8217;re only at the bottom rung of the ladder but hopefully these conferences will start to become an important factor in addressing these issues over the next years. The nicest thing about all this for me is that we got it <em>started</em>.</p>

<p><strong>Can you tell me a bit more about your work with AARP? You were talking earlier about going out on the street with a wheelchair and actually seeing how difficult it was for people with disabilities to navigate the city.</strong></p>
<p>You know, one of the most astonishing things I learned in that wheelchair—and nobody seems to speak of it—but because our sidewalks and slanted towards the street for rain runoff, if you&#8217;re making your way in a wheelchair parallel to the street, your outside arm has to be working twice as hard as your inside arm or else you&#8217;re going to roll off into the curb. There are so many factors we don’t even consider, in terms of how our street design impacts people with physical disabilities. That’s just one example.</p>
<p>As for the AARP, well, folks down here in Baldwin County, Alabama, learned I founded the Bicycle Federation; the next thing I know, I&#8217;m helping to write and get lobbied into law the Alabama Trails Commission Law. Then I joined a group of tigers, the <a href="http://thetrailblazers.org/">Baldwin County Trailblazers</a>, who are building the area&#8217;s bikeped system. That led to my being on the board of <a href="http://smartcoast.org">Smart Coast</a>, which has interest in two fields: one is health, safety, and livable communities; the other is sustainable businesses. Someone from the AARP happened to be in the room when I was doing some work, and asked me to join the Executive Council of <a href="http://www.aarp.org/states/al/">AARP Alabama</a>, and to apply to be on AARP&#8217;s 25-member <a href="http://www.aarp.org/politics-society/advocacy/info-07-2012/national-policy-council-al1819.html">National Policy Council</a>. That’s a group of marvelous people who are selected from around the country—one, an ex-ambassador, one who used to be mayor of Pierre and head of the highway patrol out there—just a great variety of men and women with an excellent representation of women, especially in leadership.</p>
<p>The Policy Council is divided into three subcommittees: health, economic affairs, and livable communities. You can guess which one I’m on! What intrigued me is that Dan Burden is currently under a national contract with the AARP because livable communities is a critical topic since there are so many 50+ people who need to have the availability of services, alternative means of transportation, an ability to get amongst other people, and have active lives. If they&#8217;re living somewhere in a suburb, that&#8217;s often impossible to do. The Policy Council is not the advocacy side of the AARP—we recommend which of the policies should be the subject of focus; the Board of Directors decide which shall be the focus of advocacy in any given year. The overall policy decisions of what AARP stands for in any of those three fields—livable communities, economics, and health—that’s written by the Policy Council. That&#8217;s what we&#8217;re doing, and this is my first year.</p>
<p><strong>What are you looking forward to at <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> this year? </strong></p>
<p>On the one hand, the familiar faces—and on the other hand the new ones! The sustainability of this event has been amazing. Even in hard economic times, it seems to attract people—as it should. One of the things I love is that a number of organizations that are now healthy and long-lived began because people first met at Pro Bike and kept coming back. This is the 17<sup>th</sup> biannual conference of people who have been gathering, devoted to this subject. It&#8217;s become the expected place to meet and throw ideas into the pot, the return two years later to report on how it all worked out. I&#8217;m so delighted now that Fred Kent&#8217;s on top with Gary and Mark. It plays into the PPS dynamic just beautifully.</p>

<p>As much as we prize creativity in cities today, the cultural centers that we&#8217;ve built to celebrate it rarely hit the mark. Culture is born out of human interaction; it therefore cannot exist without people around to enjoy, evaluate, remix, and <em>participate</em> in it. So why do our cultural centers so often turn inward, away from the street, onto an internal space that is only nominally for gathering, and is mainly used for passing through? Why do these cultural centers physically remove culture from the public realm and plop it on a curated, often &#8220;visionary&#8221; pedestal instead of providing a venue for promoting more interaction among the people who create it? &#8220;Big Cultural Centers&#8211;think of Lincoln Center in Manhattan&#8211;they need to turn themselves inside-out and become about culture for all instead of culture for a few,&#8221; says PPS President Fred Kent. &#8220;Elitism is a big part of what&#8217;s going on in some of these places. They exude a subtle sense of who &#8216;should&#8217; and &#8216;should not&#8217; be there.&#8217;&#8221;</p>
<p>Perth&#8217;s Metropolitan Redevelopment Authority had a different vision. Their vision was to connect the 23 institutions within the <a href="http://www.perthculturalcentre.com.au/" target="_blank">Perth Cultural Centre</a> (PCC) to each other by improving the public spaces that surrounded and connected them, and to extend the precinct past its formal edges, with cultural activity reaching out into the surrounding area like an octopus.  The PCC  is a cluster of institutions located at the hinge point between the city&#8217;s central business district and one of its burgeoning nightlife districts, Northbridge. The centre features a mix of historic buildings from the 1800s and Brutalist structures built in the 1960s and 70s, and includes art museums, theaters, a history museum, a major library, and a compact college campus.</p>
<p>The MRA got involved in 2008 by buying and renovating a number of <a href="http://www.mra.wa.gov.au/news/13597/" target="_blank">storefronts along William Street</a>, a major shopping corridor on the edge of the PCC precinct, and then carefully managing the selection of tenants. When PPS&#8217;s <a href="http://www.pps.org/about/team/kmadden/">Kathy Madden</a>, <a href="http://www.pps.org/about/team/agalletti/">Alessandra Galletti</a>, and <a href="http://www.pps.org/about/team/jkent/">Josh Kent</a> were brought in back in 2009, the MRA&#8217;s understanding of the importance of careful management and cohesive vision proved to be key to developing a <a href="http://www.pps.org/reference/lighter-quicker-cheaper-a-low-cost-high-impact-approach/">Lighter, Quicker, Cheaper</a> (LQC) plan that&#8217;s completely changed the public&#8217;s perception of the space in a very short period of time. &#8220;Compare something like Lincoln Center with the center of culture and diversity they have created in Perth,&#8221; says Fred, and you&#8217;ll find that the latter is &#8220;all about engagement, people, social interaction, a hundred different things to do&#8211;maybe nobody wins a <em>design</em> award for it, but that diversification of uses is a really big deal for the people who use that Place, and for their local culture.&#8221;</p>
<p>&#8220;One of the big things for us was to take the focus off the buildings and put it on the things that happen in the spaces between them,&#8221; MRA Executive Director of Place Management Veronica Jeffery explains. &#8220;That&#8217;s why what we call the &#8216;quick wins&#8217; strategy was so important: it basically went from planning straight to implementation, and was really powerful. It didn&#8217;t leave time for contemplation, which meant that people could see their ideas transform into action.&#8221;</p>

<p>The LQC plan included a working <a href="http://www.perthculturalcentre.com.au/What%27s-Growing/About-Urban-Orchard/">orchard</a> on top of a parking deck, a wetland and play space focused on nature-based discovery, a large screen for projecting movies and digital art, seating, food vendors, etc. Major events like the <a href="http://www.perthfestival.com.au/">Perth International Arts Festival</a> and <a href="http://www.fringeworld.com.au/ticketing/home.aspx">Fringe World Festival</a> relocated to the center’s grounds, which also had the honor of hosting <a href="http://www.chogm2011.org/">CHOGM 2011</a>.</p>
<p>The culture of risk-taking and experimentation encouraged by the LQC plan has allowed for the MRA team to try some things that failed, learn from them, and move on. This has been greatly aided by the fact that, as part of the Placemaking process, the many once-isolated institutions located within the PCC have come to see their participation in the way that the site is managed as an opportunity to collaborate and enhance their own missions and events. As Alec Coles, Chief Executive Officer of the <a href="http://museum.wa.gov.au/">Western Australian Museum</a>, explains it:</p>
<blockquote><p>“The recent redevelopment of the Perth Cultural Centre as a ‘people space’ has helped us create the permeability around the Museum that we have long desired. The softening of the edges, not least with the popular sound garden, is making our historic ‘edifice’ a much more welcoming proposition&#8230;Too often, cultural centres become cultural ghettos; we are determined that by working with MRA and our many partners that this will not be the case in Perth.”</p></blockquote>
<p>The good news, today, is that shifting attitudes are chipping away at the austere walls of yesterday&#8217;s &#8220;culture ghettos,&#8221; with people demanding more inspiring, interactive gathering places. Creativity is becoming one of the most coveted social assets for post-industrial cities with increasingly knowledge-based economies&#8211;and this is good news for culture vultures and average Joes, alike. &#8220;This idea of the &#8216;Creative Class,&#8217;&#8221; says PPS’s Cynthia Nikitin, an expert on cultural centers, &#8220;is about culturally-based industries, and creatively-engaged people. They could be making clothing, they could be in web or media design. The public’s definition of creativity is really changing to be about celebrating the creativity in all of us, and creating a public environment that supports and encourages that.&#8221;</p>
<p>According to Richard Florida, author of <a href="http://www.amazon.com/The-Rise-Creative-Class-Revisited-Edition-Revised/dp/0465029930"><em>Rise of the Creative Class</em></a>, pressure is mounting on traditional Cultural Centers&#8211;what he calls SOBs for &#8216;symphony, opera and ballet&#8217;&#8211;forcing more and more of them to adapt to meet the needs of an ever-broadening audience that is looking for ways to engage creatively with each other, and actually participate in culture instead of merely consuming it. &#8220;The real challenge for the &#8216;Big C&#8217; centers,&#8221; he explains, &#8220;is how to reposition for this shift&#8230;these institutions are in trouble. Many teeter on the verge of bankruptcy.  They have to get with it, like universities and all the old school organizations. They have to become more fluid, more open, more accepting.  Less imposing. Think of it sort of like the difference between haute cuisine and great food trucks.&#8221;</p>

<p>Put another way, great, engaging centers of culture are the product of great Placemaking. In Perth, various activities and institutions had co-located, but they hadn’t come out of their respective buildings to interact and make use of their shared space. The Placemaking process allowed the various stakeholders to come together and develop a collaborative vision for their shared site. &#8220;We think it’s important to debunk the myth around Culture with a Capital C and make the place inclusive and welcoming to different kinds of people,&#8221; Jeffery explains.</p>
<p>That inclusiveness&#8211;of organizations, of individuals, of businesses&#8211;is the lynchpin in the process of creating great places. Florida notes that Gallup &amp; Knight&#8217;s <a href="http://www.soulofthecommunity.org/" target="_blank"><em>Soul of the Community</em></a> survey found that the quality of a place&#8217;s social offerings was the #1 factor that people said creates emotional attachment to their community. Openness to all sorts of people was #2. &#8220;I say the two go together,&#8221; he argues. &#8220;Our public spaces are perhaps the last vestige of democratic space in our cities.&#8221;</p>
<p>Today, we need those kinds of comfortable social environments more than ever. Encouraging creative exploration and experimentation is a great way to develop local talent. As studies (popularized by <a href="http://sirkenrobinson.com/skr/out-of-our-minds" target="_blank">the writing</a> of Ken Robinson) have shown, while the vast majority of children will answer enthusiastically in the affirmative when asked if they are creative, by the time most people reach high school just as great a majority will say that they are <em>not</em>. For our cities to thrive, we must develop participatory public spaces to re-spark latent creative spirits.</p>

<p>&#8220;When a cultural institution does programming out in public space,&#8221; says <a href="http://www.pps.org/citizen-placemaker-nina-simon-on-museums-as-community-hubs/">Nina Simon</a>, an expert who consulted at museums around the world before taking the helm of the <a href="http://www.santacruzmah.org/">Museum of Art and History</a> in Santa Cruz last year, &#8220;there&#8217;s a really powerful shift in the context.&#8221; Still, she cautions, it&#8217;s important that institutions remember that the shift is as important for them as it is for neighbors who attend an event or activity. &#8220;If you&#8217;re going to be out in public space, you have to have the attitude that this is about connecting to the community that you&#8217;re in, rather than just trying to figure out how to plug what you do inside the museum in somewhere else. When TV was invented, people didn&#8217;t just say &#8216;let&#8217;s put radio on the television.&#8217; They had to re-think the way programming that was made in order to be successful.&#8221;</p>
<p>Over the years, PPS has seen how pulling cultural programming out into streets and squares has transformed not just those public spaces, but the cultural institutions that participated in their renewal as well: from <a href="http://www.pps.org/projects/wadeoval/">Wade Oval</a> in Cleveland, to Tucson&#8217;s <a href="http://www.pps.org/projects/congressstreet/">Congress Street</a>, to the <a href="http://www.pps.org/projects/bronx-river-arts-center/">Bronx River Arts Center</a> in New York. And, of course, there&#8217;s the Perth Cultural Centre, where the MRA&#8217;s pioneering approach to transforming its precinct lights a new way forward for the formal, inward-focused capital-C Cultural Centers of yore.</p>
<p>&#8220;It&#8217;s been a challenging process, but the results have exceeded all of our expectations,&#8221; Jeffery says. &#8220;Ultimately, the centre is a public space, and we want everybody to feel comfortable here. They should be able to come in and feel like it&#8217;s theirs. If they happen to have a cultural experience in the process, that&#8217;s even better!&#8221;</p>

<p>It&#8217;s almost that time of year again: every fall, we host Placemaking trainings at PPS HQ. These two- and three-day sessions are designed to help anyone working on creating great places learn how to authentically engage with community members and other constituents around the shaping of public space. The <strong>How to Turn a Place Around</strong> and <strong>Making it Happen</strong> programs not only give participants hands-on experience with a variety of tools for observation and evaluation of a of different places–they also give you the opportunity to meet and work with other planners, advocates, developers, architects, and local change agents who are facing similar challenges in cities around the world.</p>
<p>This fall, we will be hosting two training sessions at our New York City office: How to Turn a Place Around will take place on <strong>November 1-2</strong>; and Making it Happen will take place on <strong>November 7-9</strong>. We are also excited to be able to offer a special West Coast edition of How to Turn a Place Around shortly before that, during the <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> conference in Long Beach, CA, this <strong>September 14-15</strong>!</p>

<li><a href="www.pps.org/training/httapa"><strong>How To Turn a Place Around</strong></a> <em>(New York, NY / Nov. 1-2, 2012)</em><br />
This two-day bread-and-butter course offers a comprehensive introduction to the wide world of Placemaking. Through discussions and case studies, participants will learn about strategies for creating extraordinary places out of ordinary urban spaces. HTTAPA is a great opportunity to meet PPS staff–our veteran Placemakers–and to gain insight and inspiration for implementing your own Placemaking efforts, whether for a business project or your own community. The course will be led by <a href="www.pps.org/about/team/fkent/">Fred Kent</a>, <a href="http://www.pps.org/about/team/kmadden/">Kathy Madden</a>, <a href="http://www.pps.org/about/team/pmyrick/">Phil Myrick</a>, and other PPS staff.</li>
<li><a href="http://www.pps.org/training/making-it-happen/"><strong>Making it Happen</strong></a> <em>(New York, NY / Nov. 7-9, 2012)</em><br />
This three-day course picks up where How To Turn a Place Around leaves off. For people eager to jump into action, participants will learn tools and best practices for implementing and sustaining vibrant places through management techniques. This interactive workshop includes site visits to successful places in New York City and teaches participants how to evaluate places using key Placemaking principles. The course also allows time for participants to share and receive feedback on their own projects. MIH will be led by <a href="http://www.pps.org/about/team/fkent/">Fred Kent</a>, <a href="http://www.pps.org/about/team/kmadden/">Kathy Madden</a>, and <a href="http://www.pps.org/about/team/nmintz/">Norman Mintz</a>, with guest presentations by <a href="http://www.nycfuture.org/content/articles/article_view.cfm?article_id=1230">Eldon Scott</a>, <a href="http://www.pps.org/about/team/ahantman/">Alan M. Exciting news for West Coast Placemakers: PPS will be teaching its core intro to Placemaking course in Long Beach. In collaboration with the <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> conference, the course will focus particularly on transportation and streets, and will incorporate many elements of both HTTAPA and the <a href="http://www.pps.org/training/streets-as-places/">Streets as Places</a> training course.</li>

While you may have already <a href="http://www.pps.org/blog/how-to-turn-dun-laoghaire-around/">read about</a> the How to Turn a Place Around training workshops that they conducted while in town, we&#8217;re excited to be able to share Fred and Gary&#8217;s conference presentations with you, as well.</p>
<p>The Destination Creation organizers recorded all of the presentations given during the two-day event, which brought together leaders from the Placemaking and Place Branding movements to discuss how, as ULI&#8217;s Edward T. McMahon so succinctly put it in a recent <a href="http://urbanland.uli.org/Articles/2012/April/McMahonDistinctive">article</a>, &#8220;Place is more than just a location on a map.&#8221;</p>
<p>Fred&#8217;s talk provides an overview on Placemaking, with a specific focus on the importance of the <a href="http://www.pps.org/articles/the-power-of-10/">Power of 10</a> philosophy and the <a href="http://www.pps.org/lighter-quicker-cheaper/">Lighter, Quicker, Cheaper</a> strategy for improving a place. Gary spoke about the importance of planning for <a href="http://www.pps.org/articles/streets-as-places-initiative/">Streets as Places</a> in creating great destinations.</p>
<p>We write about these ideas frequently here on the Placemaking Blog, but there&#8217;s something especially compelling about listening to someone speak about a topic that they&#8217;re passionate about, so this seemed worth sharing! We love doing trainings because, even after 37+ years of working with communities around the world to make great places, we still discover new things while working with each group of attendees, who bring knowledge and insights from their projects in cities all over the world. This course serves as a comprehensive introduction to the practice of placemaking. We&#8217;ve learned through our work that placemaking is a sacred community process. People take the shaping of their blocks and neighborhoods very seriously, and have much to offer to planners, architects, designers, and local leaders who are ready to ask the right questions&#8211;and to listen. Through the discussion of key case studies like the Perth Cultural Centre&#8217;s Lighter, Quicker, Cheaper activation plan, as well as opportunities to get out into the streets of New York City to experiment with tools like the Place Game and Power of 10, attendees develop a deeper understanding of what really makes public spaces function. The course is conducted by PPS president, <a id="internal-source-marker_0.07375999637961772" href="../fkent">Fred Kent</a>, along with <a id="internal-source-marker_0.07375999637961772" href="../kmadden">Kathy Madden</a>, and <a id="internal-source-marker_0.07375999637961772" href="../pmyrick/">Phil Myrick</a>, and other PPS staff. <li><strong><a href="../training/making-it-happen/">Placemaking: Making It Happen</a></strong><br />
Making It Happen takes things a step further by teaching people who are ready to take action&#8211;especially people who are embarking on a new project&#8211;about best practices for developing an effective public space management and implementation strategy. Over the course of three days, we&#8217;ll travel around New York City to visit some of its best-managed spaces with the people who helped make them happen. This course will also give participants the opportunity to discuss and get feedback on their individual projects during facilitated, interactive workshop sessions. Kent, and Madden, and <a id="internal-source-marker_0.07375999637961772" href="../staff/nmintz/">Norman Mintz</a> from PPS will all present, and we&#8217;ll also be joined by Urban Space Management director <a id="internal-source-marker_0.07375999637961772" href="http://www.nycfuture.org/content/articles/article_view.cfm?article_id=1230">Eldon Scott</a>,<a href="http://www.aoc.gov/aoc/architects/hantman.cfm"> Alan M. Hantman</a>, FAIA,10th Architect of the US Capitol and former Vice President of Architecture, Construction, and Historic Preservation at Rockefeller Center, and <a href="http://www.pps.org/training/making-it-happen/">Andy Manshel</a>, the Executive Vice President of the Greater Jamaica Development Corporation (GJDC). For the first time, we&#8217;ll be expanding the course to take place over three days instead of two, and will include site visits to some of New  York City’s best managed public spaces along with a dinner at PPS the  first night and a reception the second night and more time for  participants to present and get input on their projects.  All of this will also allow for more of the networking and collaborative learning that past participants have found so beneficial to their work.&nbsp;</p>
<p>We&#8217;re thrilled to be welcoming Andy as a new addition to the Making It Happen training team. Before joining the GJDC, Andy served as the Associate  Director and Counsel at the <a href="http://www.bryantpark.org/">Bryant Park Restoration Corporation</a> and  General Counsel and Director of Public Amenities to the <a href="http://www.grandcentralpartnership.org/">Grand Central</a> and <a href="http://www.34thstreet.org/">34th Street Partnerships</a>. He is currently the treasurer of PPS&#8217;s board of directors. He will be talking about the practical elements of  public space management, successful strategies used in Bryant Park as well as the  more challenging environment of Jamaica, and what is generally applicable  to other places. <p>This year’ Aspen Ideas Festival lived up to its name with a lively exchange about Placemaking vs. the iconic architecture of Frank Gehry and other “starchitects”. But not in the way anyone expected.</p>
<p class="MsoNormal">When PPS president Fred Kent, a speaker at the Festival two years ago, posed a question to Gehry in the Q-and-A following Gehry’s presentation, the world-famous architect refused to answer.</p>
<p class="MsoNormal">When Kent repeated the question about why iconic architecture so often fails to create good public places, Gehry called him “pompous” and waved his hand in a gesture that eminent political journalist James Fallows described as “a dismissive gesture, much as Louis XIV might have used to wave away some offending underling.” Fallows <a href="http://jamesfallows.theatlantic.com/archives/2009/07/fifty_nine_and_a_half_minute_o.php" target="_blank">described the scene</a><span> in his influential blog for The Atlantic.</span></p>
<p class="MsoNormal">And Fallows’ blog became the place where ideas about what constitutes great architecture were debated.<span> </span>This was because Gehry refused to engage in discussion about his work, even at an event billed as a Festival of Ideas.</p>

<p><a href="http://jamesfallows.theatlantic.com/archives/2009/07/an_email_from_frank_gehry.php" target="_blank">Gehry responded first</a><span> in the blog, explaining that he didn’t really want to be at the Festival and that at age 80, he gets “freaked out by petty annoyances.”<span> </span>He also charged that Kent (who remained unnamed in Fallows’ first two blogs and Gehry’s response) was “intent on getting himself a pulpit” and “marketing himself at everyone’s expenses.”</span></p>
<p class="MsoNormal"><a href="http://jamesfallows.theatlantic.com/archives/2009/07/cornucopia_of_updates_5_frank.php" target="_blank">Kent responded</a><span> in Fallows blog<span> </span>on Friday, writing, “</span><span>That Gehry was dismissive of the subject itself and so self important in his response shows just how far removed he and other proponents of ‘iconic-for-iconic-sake’ architecture are from the reality of urban life today.</span></p>
<p>“Around the world citizens are defining their future by focusing on their city&#8217;s civic assets, authentic qualities and compelling destinations,&#8221; Kent continued, &#8220;not on blindly following the latest international fads conjured by starchitects.”</p>
<p class="MsoNormal">But what’s most interesting here is not the heated exchange of opinions following a controversial appearance by the most famous architect of our time. It is the wide scope of debate that has been stirred.</p>
<p class="MsoNormal">David Sucher took up the issue in <a href="http://citycomfortsblog.typepad.com/cities/2009/07/a-lame-excuse-from-gehry.html " target="_blank">several</a> <a href="http://citycomfortsblog.typepad.com/cities/2009/07/huge-update-to-post-below.html" target="_blank">postings</a> on his <a href="http://citycomfortsblog.typepad.com/cities/2009/07/personalities-aside-tv-id-like-to-watch.html" target="_blank">City Comforts</a> blog.</p>

<p class="MsoNormal">And Fallows himself—probably as famous in news journalism circles as Gehry is in architectural ones—seems fascinated by all the energy sparked by this question about how to create great public places.</p>
<p>On Friday he began his blog with a sense of amazement, “I used to think that a topic like &#8212; oh, let&#8217;s see, US-China friction &#8212; was controversial, or climate change, or Google-v-Microsoft, or McNamara-v-Rumsfeld. That was before I innocently stepped into the crossfire concerning the effect of &#8220;star-chitects&#8221; like Frank Gehry on the urban landscape.”</p>
<p class="MsoNormal">Whatever else comes out of this lively discussion, I think it shows that discussions about how we create congenial public places where people can come together is a major issue of our times.</p>
<p class="MsoNormal">Public space is not just an aesthetic detail, or minor sideshow for the design community.  It’s central to the fabric of lives and future of our society.  Which is why it’s no surprise that opinions on the subject are so strong.</p>

				<content:encoded><![CDATA[<p>Savannah is a city known for its downtown historic district, highlighted by 22 public squares constructed in the 18th and 19th centuries. In the interest of bringing public spaces back to the forefront of its profile, the city has acted on the need to restore the beauty that once was. One of the city&#8217;s &#8220;lost&#8221; squares, which was leveled to make way for a parking lot in 1954, has since been returned, moving the parking garage underground.</p>
<p>The Chatham County Metropolitan Planning Commission has invited residents to fill out an online survey, prompting vision&#8217;s of a better Savannah. Fred Kent of PPS will speak in Savannah regarding its future development on February 5th at the Coastal Georgia Center. The project&#8217;s chairwoman, Theodora Gongaware, said Savannah does a great job of bringing in well known speakers, but the speaker&#8217;s focus is not always entirely on the city.</p>

<p>At 58, Fred Kent has been in the business of placemaking for more than 27 years. He and his nonprofit firm, the Project for Public Spaces (PPS), created the conceptual plan for the revitalized Bryant Park in New York City and made the popular Court Street Community Square from a parking lot at the heart of San Bernardino, California. On a smaller scale, PPS transformed a New Haven, Connecticut, street corner at the behest of a local business owner. By widening sidewalks in front to accommodate cafe seating and making the rear parking lot more attractive and welcoming, PPS not only transformed a corner but also helped turn a neighborhood around.</p>
<p>Through publications and training sessions, PPS freely shares placemaking strategies acquired over the decades. Ten thousand people attend its workshops annually, usually on the students&#8217; home ground. In addition to conducting visioning programs for cities and towns all over the globe, PPS serves as a resource to the General Services Administration (GSA). As well as reviewing new construction, PPS offers technical assistance to GSA to help the agency integrate the public spaces around existing federal buildings into the surrounding communities. The group trained 300 GSA employees this past summer and developed a now-required course in context-sensitive design for the New Jersey Department of Transportation. The Neighborhood Reinvestment Training Institute also relies on PPS training services.</p>
<p>Yet Kent is neither a landscape architect nor an architect. Far from seeing this as a disadvantage, Kent credits his ignorance of design disciplines as a major factor in the success of PPS.</p>
<p>Kent also acknowledges the work of his mentor, William H. Whyte. PPS was founded in 1975 to apply the urban-space theories that Whyte developed in the late 1950s and throughout the 1960s. An editor at Fortune Magazine, Whyte first became well-known in 1956 as the author of the best-selling social critique The Organization Man. Although there his focus was the decline of individualism and the rise of a corporate social ethic, he called the &#8220;new suburbia, the packaged villages that have become the dormitory of the new generation&#8221; a &#8220;preview&#8221; of the dystopia ultimately to be wrought by Organization Man.</p>
<p>Shortly thereafter, Whyte shifted his focus to the urban environment, spending the second half of his career observing and documenting how people act and interact in public spaces. He was among the first to point out, for example, that how active a place is-not the kinds of people who congregate there-determines the safety and security of an environment. The now classic The Social Life of Small Urban Spaces, published in 1980, laid out conclusions based on decades of meticulous observation and documentation of human behavior in the urban environment through the Street Life Project that Whyte founded.</p>
<p>A research assistant on the Street Life Project in the early 1970s, PPS founder and president Kent was thoroughly grounded in Whyte&#8217;s philosophy and his methods of observation and film analysis. PPS staff often quote the master&#8217;s statement that the city street is &#8220;the river of life&#8230;where we come together, the pathway to the center. It is the primary place.&#8221; They are true believers in common sense and the ability of ordinary people to create meaningful spaces for themselves. To this day, Whyte&#8217;s research and philosophy form the core of the PPS approach. Kent and his partner, Kathy Madden, guide the project and its 25 employees-some of whom are designers, architects, landscape architects, and planners-in an all-out effort to build the kinds of vibrant places Whyte documented and praised.</p>
<p>Trained in geography, economics, anthropology, and planning, Kent studied at Columbia for years without taking an advanced degree. He calls himself &#8220;the dumbest person&#8221; at PPS. &#8220;I don&#8217;t have any of the skills that the other people have. I&#8217;m more influenced by normal human beings.&#8221; In addition to Whyte, one of the people who most influenced Kent was Margaret Mead. He characterizes the famous anthropologist as &#8220;a very normal wise person who did not have a respect for academia. She had respect for common sense.&#8221;</p>
<p>Kent&#8217;s formative encounters with Whyte and Mead combined with early recognition of the importance of place to happiness and human flourishing. Memories of growing up enjoying the &#8220;enormous freedom and naive liberalism&#8221; of small-town Andover, Massachusetts, clashed with equally strong and very negative feelings about West Hartford, Connecticut, where he moved as a teenager. West Hartford was a far more segregated and restrictive environment. Kent never really felt comfortable again until he arrived in New York City to start undergraduate work at Columbia University.</p>
<p>Last year, Kent logged his customary 150,000 travel miles as PPS trained federal and state government employees and ordinary citizens in placemaking. Seventy-five communities received assistance from PPS in building stronger social bonds through creating public spaces that work.</p>
<p>Few of the trainees were landscape architects, however, a factor Kent finds<br />
incredibly frustrating. &#8220;You are so important-you could be the transformer of cities,&#8221; he tells landscape architects. &#8220;It&#8217;s hard to be critical in a constructive way, but if landscape architects became synthesizers, and facilitators, and community resources they would become so much more important.&#8221;</p>
<p>According to Kent, the design professions promote form over function, ignor-<br />
ing what great places are all about, namely &#8220;creating interaction and building community. Architects and landscape architects take pictures of projects without people in them when the primary thing ought to be connecting people in the public places and then designing to support that. That is not done in the profession.&#8221;</p>
<p>Places without people are the antithesis of Kent&#8217;s working environment in the heart of New York City&#8217;s Greenwich Village. Both the office and the surrounding neighborhood are bustling with people, places, and things. Most important, they mix, overflow onto one another, in that small-town way that compels lipstick application prior to leaving home. You just don&#8217;t know whom you might run into.</p>
<p>Follow Fred into a local restaurant. He nods familiarly to the wait-staff and stops by a table of people he knows. Later, a PPS employee lunching with his cousin approaches to chat. It is the number of these consistent, but casual, encounters that makes or breaks a place, as far as Kent is concerned. Yet, few contemporary environments, urban or suburban, nurture the &#8220;meet and greet&#8221; experience that connects people to each other and to place. As far as Kent is concerned, many newly designed spaces work against such interaction.</p>
<p>&#8220;According to designers, the success of a place all ties into the whole idea that things must be visual,&#8221; Kent says. &#8220;What people really want is to reengage in the communities in which they live. Unfortunately, we have designed that out, and the landscape architecture profession is as guilty of that as the traffic engineers.&#8221;</p>
<p>Kent has strong words for a profession he sees as overly occupied with aesthetics. &#8220;Landscape architects need to start from a completely different point of view. They need to start from the idea that their job is to build communities, support community activity, and create places in the community that are special to those people-all that work is geared toward serving the community and not the profession. They should start out saying, &#8216;My job is to build community, connect people in this community, and create special places that people will care for.&#8217;&#8221;</p>
<p>Kent has become skeptical that landscape architects wish to design for community interaction. A recent experience working with landscape architects on a Cleveland city park underscored the problem PPS has in communicating its philosophy to the profession. After a series of community meetings, the public generated ideas for connecting small destinations within the space. Instead of taking its cue from the public wish list and designing pathways to connect these places, the firm planned a huge oval path that reinforced the park&#8217;s name but, according to Kent, &#8220;completely ignored the natural ways people would move from place to place in the park. Landscape architects need to be released from having to do shapes, forms, and metaphors and instead focus on understanding human interactivity and managing uses-from flowers to playgrounds and markets. This means taking on more skills and responsibility, but if landscape architects continue to focus strictly on design skills, they may end up without a profession.&#8221;</p>
<p>&#8220;So many cities don&#8217;t want parks now,&#8221; he goes on to say, &#8220;because parks are just these visual flat things. They don&#8217;t attract people,&#8221; he notes. &#8220;So then [landscape architects] do their schtick of the form, the shape, and the metaphor.&#8221;</p>
<p>It is hard to define, but we all know a good place when we see it-a sidewalk cafe near a subway stop, a spot of downtown greenspace that beckons office and construction workers at lunchtime, the street that becomes a farmers&#8217; market every Sunday. According to PPS, a &#8220;place&#8221; is created when sociability, multiple activities, and use intersect with comfort, image, and access. While these are the &#8220;key attributes,&#8221; various intangibles-charm, proximity, diversity, and amusements-also exert an important influence. It is not all touchy-feely, though. PPS points out that measurable factors like traffic data, crime statistics, and property values contribute to place. So, too, do the number of women, children, and elderly people gathered in one spot. This mental calculus we all perform, consciously or not, every time we enter a space.</p>
<p>How to do this? Kent gives one example. &#8220;Triangulation and layering are key when you are trying to make a place.&#8221; Asked to define those terms, Kent offers, &#8220;There is something that goes on if you take a playground, a children&#8217;s reading room in a library, a coffee shop, and a laundromat, and put them all together near a bus stop. Then people make connections. The amount of communication between people who don&#8217;t know each other, and chance encounters between people who do know each other, creates such an amazing synergy. But nowhere in America do we do that, and the one profession that should be thinking about it is off thinking about forms and shapes and metaphors.&#8221;<br />
In addition to placing the community at the center of the process, PPS calls on citizens and designers not only to embrace the idea of place but also to expand concepts of stakeholders to include potential users, people on the fringes of the space, government agencies and, especially, &#8220;zealous nuts.&#8221; &#8220;Where would Central Park be without the Central Park Conservancy&#8217;s passionate Betsy Barlow Rogers?&#8221; Kent asks.</p>
<p>PPS notes that public areas often have to be retrofitted to make functional places from merely beautiful spaces. The firm&#8217;s principles encourage mixed-use development and triangulation on the tiniest scale- placing a trash can, a telephone, and a bench at the entrance to a park, for example. &#8220;It&#8217;s not an expensive proposition,&#8221; Kent maintains. In fact PPS regularly advocates quick and dirty fixes-like paint and petunias-encouraging signals that something is afoot.</p>
<p>&#8220;No one pulls together these focal points where human interaction occurs,&#8221; he complains, &#8220;and that&#8217;s what I think community building is about.&#8221; Making reference to the project&#8217;s training in context-sensitive design for the New Jersey Department of Transportation, Kent describes converting state traffic engineers to placemakers. &#8220;We have been training all these traffic engineers to create places. They love the idea. There is no resistance. Heretofore, they have just been moving cars faster through a given place. But now, they have this mandate to create places, and they want to know what the community&#8217;s vision for these places is and how they can serve and support that vision.&#8221; He laughs, &#8220;They are enjoying their job all of a sudden. But to me, the ones who should have been doing this all along are the landscape professionals.&#8221;</p>
<p>Reminded that some landscape architects have championed smart and sustainable growth and a range of other people- oriented policies for years, Kent relents a<br />
little and comes up with an interesting version of the 80:20 split. &#8220;I think probably 80 percent of the profession would like to create meaningful places, and 20 percent are defining where the profession goes-and they are the wrong people. Awards aren&#8217;t given to the sensitive majority, and that&#8217;s where they should go,&#8221; he argues. Nor does he let the most prestigious designers off the hook. &#8220;The big firms are the worst firms for building good places-you can absolutely quote me on that.&#8221;</p>
<p>Kent has not given up on landscape architects, however. &#8220;I think if you unleashed the landscape architecture profession and they became place creators and community builders, you could solve many of this country&#8217;s problems, including problems of isolation of people in communities. You could solve sprawl problems, because people would want to stay in and maintain neighborhoods close to these spaces. So, I think the profession is on the wrong road. We know that if you started rewarding people who create good places-places that were judged by people in the community to be successful-then a strong portion of the profession would gravitate in that direction very easily.&#8221;</p>
<p>Special places. Maximizing communication. Creating a stage for a variety of experiences. Minimizing sprawl. These buzzwords leap from the pages of snazzy firm brochures. Certainly, they are concepts landscape architects are familiar with and use constantly in their communications with each other and the outside world. Kent seems to be asking if landscape architects are putting these sentiments into practice. Can landscape architects walk the walk as well as they talk the talk? Fred Kent will be watching.</p>
