<p>As citizen-driven urban action becomes increasingly potent and well-disseminated, the tension between spontaneous, bottom-up improvements and top-down planning and policy is thrown into higher and higher relief. As often as that tension might manifest through loud, messy confrontations, a great deal of it simply takes the form of confusion. The bottom-ups and the top-downs aren&#8217;t quite sure what to do with each other, so the future of cities remains cloudy. How we get from here to a more harmonious future seems anybody&#8217;s guess.</p>
<p>&#8220;[Citizen-led] urban renewal instruments might take an important role,&#8221; opines Istanbul-based planner Erhan Demirdizen in the new book <a href="http://www.handmadeurbanism.com/"><strong><em>Handmade Urbanism: From Community Initiatives to Participatory Models</em></strong></a>, &#8220;but only if the local authorities can turn these applications into local development programs.&#8221; In other words, policymakers need to <a href="http://www.pps.org/blog/stronger-citizens-stronger-cities-changing-governance-through-a-focus-on-place/">figure out better ways to facilitate</a> and channel the energy of engaged citizens, in order for their cities to reach their full potential.</p>
<p>While its tone can, at times, be a bit aloof (read: academic) given the informality of the subject matter, <em>Handmade Urbanism</em> is a significant contribution to those who are trying to figure out how to adapt governance structures to ease the tension between citizens and officials and encourage more action at the grassroots level. The book&#8217;s unique format presents diagrams and statistics illustrating three transformative, citizen-driven interventions in five rapidly developing cities and analyzes their impact and meaning through interviews with local activists, designers, and academics. The result is something of a hybrid between a guidebook and a handbook.</p>
<p>The case studies, all of which were selected through the <a href="http://lsecities.net/ua/">Urban Age</a> program, highlight a wide variety of interventions in slums and favelas in Mexico City, Istanbul, Cape Town, São Paulo, and Mumbai. Presented together, they lead the reader on a journey through a potential place: a city where public spaces truly belong to the public, and everyone is encouraged to contribute. The analysis of these projects looks at each city through a five distinctly different lenses, discussing the role of citizen-led projects with community actors, government officials, academics, artists, and intermediaries, defined by the editors as &#8220;those operating at the middle level (between top-down and bottom-up interventions) intermediating scales, and different layers of knowledge and action.&#8221;</p>

<p>Unsurprisingly, given this staunchly multidisciplinary approach, there is a heavy focus on the role of partnerships in driving success with bottom-up projects. The success of any public space relies heavily on a strong network of partners, from individuals to organizations. This is especially true of citizen-led projects because unsanctioned improvements often require substantial public support to avoid being dismantled for any number of bureaucratic reasons once they are discovered. Thus, almost every case study presented in <em>Handmade Urbanism</em> involves some interesting examples of people from different constituencies working together. More importantly, several illustrate the power of partnerships and collaboration to transform and expand the reach of the groups that participate.</p>
<p>Take, for instance, Mumbai&#8217;s <a href="www.triratnaindia.org/‎">Triratna Prerana Mandal</a> (TPM), which started out as a group of boys who gathered in an underused space to play cricket. They eventually began to take some ownership of the site, cleaning it regularly. This activity led to the site&#8217;s selection for a new toilet facility constructed through a World Bank/<a href="http://www.sparcindia.org/">SPARC</a> program. TPM was charged with maintaining the facility, and smartly capitalized on the centrality of this sanitation space within peoples&#8217; daily routines by relocating their office on-site. Once there, they continued to care for and improve the space, eventually working with the community to create public cultural and educational programming. Their efforts have now been expanded into adjacent abandoned buildings, illustrating &#8220;how even basic infrastructure&#8230;can provide an impetus for much wider community activism and urban change&#8221; when woven into existing social networks.</p>
<p>The capacity for bottom-up projects to drive more systemic change is another key theme seen throughout <em>Handmade Urbanism</em>. Strong partnerships create the kind of productive bustle and vitality that spills over into the streets surrounding a public space, creating what the book&#8217;s editors refer to as a &#8220;ripple effect.&#8221; A case study from Istanbul, <a href="http://barisicinmuzik.org/">Music for Peace</a>, illustrates this particularly well. The group set out to organize a music school and, taking a <a href="http://www.pps.org/blog/how-to-be-a-citizen-placemaker-think-lighter-quicker-cheaper/">Lighter, Quicker, Cheaper-style approach</a>, worked to improve surrounding buildings and public spaces &#8220;to create a proper spatial environment&#8221; for children to learn music.</p>
<p>They also considered how their activities would change the neighborhood&#8217;s social system: music was seen as a way to develop youth role models, and to fill the street with music as a way of enlivening public space. Kids carrying their instruments around the neighborhood affected the tone of the area&#8217;s street life. Altogether, this created a self-reinforcing cycle that generated support for and participation in Music for Peace&#8217;s programming. Within four years of starting up, the group was building a new music center. In 2012, a school was added. The group transformed their community; in return, the community transformed the group.</p>
<p>So how can the official systems in place today become more flexible and adaptable to allow for more responsive solutions to urban problems? There is, of course, no silver bullet for easing the tension between the bottom-ups and the top-downs. But <em>Handmade Urbanism</em> is a helpful tool for illustrating how collaboration can enhance the work that everyone is doing. Its case studies demonstrate for people at the top how citizen-led initiatives can create more bang for the buck. Through the interviews with policymakers and government officials, the book can also help citizens to better understand how contemporary decision-makers think about and approach this type of work, and what challenges need to be addressed.</p>
<p>Benjamín González, a cultural manager from Mexico City, offers perhaps the most succinct summary of the central message of <em>Handmade Urbanism</em> in his interview. Asked what he thinks the next steps would be for sparking more collaboration between arts and cultural programming and city governments to revitalize communities, González suggests that &#8220;[We need] to recognize that cities are also cultural projects, and that any particular initiative is also a cultural project, regardless of the subject, because in all of them we are talking about a change in people&#8217;s conception and behavior.&#8221;</p>
<p>As surely as we shape and change our cities, our cities shape and change us. Why not make that process as hands-on as possible?</p>

<p>Imagine that you live in a truly vibrant place: the bustling neighborhood of every Placemaker&#8217;s dreams. Picture the streets, the local square, the waterfront, the public market. Think about the colors, sights, smells, and sounds; imagine the sidewalk ballet in full swing, with children playing, activity spilling out of storefronts and workspaces, vendors selling food, neighborhood cultural events and festivals taking place out in the open air. Take a minute, right now. Close your eyes, and <i>really</i> picture it.</p>
<p>Now, here&#8217;s the million dollar question: in that vision, <i>what are you doing to add to that bustle?<br />
</i></p>
<p>If <a href="http://www.pps.org/blog/placemaking-as-community-creativity-how-a-shared-focus-on-place-builds-vibrant-destinations/">vibrancy is people</a>, and <a href="http://www.pps.org/blog/stronger-citizens-stronger-cities-changing-governance-through-a-focus-on-place/">citizenship is creative</a>, it follows that the more that citizens feel they are able to contribute to their public spaces, the more vibrant their communities will be. The core function of place, as a shared asset, is to facilitate participation in public life by as many individuals as possible. Ultimately the true sense of a place comes from how it makes the people who use it feel about themselves, and about their ability to engage with each other in the ways that they feel most comfortable.</p>
<p>&#8220;There is an undeniable thing that each resident brings to the table,&#8221; says <a href="http://loflinconsultingsolutions.com/">Katherine Loflin</a>, who led Knight Foundation&#8217;s <a href="http://www.soulofthecommunity.org/">Soul of the Community</a> study. &#8220;It has to do with the openness and feeling of the place; it&#8217;s not something that you construct, physically, it&#8217;s something that you feel. And it is us as humans that convey that feeling to each other—or not!&#8221;</p>

<p><strong>Getting Started: How You Can Make a Place Great Right Away</strong></p>
<p>As <a href="http://www.ssbx.org/">Sustainable South Bronx</a> founder and advocate <a href="http://www.yesmagazine.org/happiness/majora-carter-how-to-bring-environmental-justice-to-your-neighborhood">Majora Carter</a> famously put it, &#8220;You don&#8217;t have to move out of your neighborhood to live in a better one.&#8221; Each of us can participate, <i>right now</i>, in creating the city that we want to live in. If you think of enlivening a place as a monumental task, remember that great places are not the result of any one person&#8217;s actions, but the actions of many individuals layered on top of one another. It may take years to turn a grassy lot into a great square, but you can start today by simply mowing the lawn and inviting your neighbors out for a picnic.</p>
<p>In an essay for <i>The Atlantic </i>back in 1966, then-Vice President Hubert Humphrey <a href="http://www.theatlantic.com/past/docs/issues/66nov/humphrey.htm">touched on this</a> when he wrote about his father&#8217;s public spirit, and his active participation in the life of the small town of Doland, South Dakota, where the family lived. Hubert Sr. was a pharmacist, and he strove to make his pharmacy into a community hub, a place where neighbors came to meet and discuss the issues of the day. &#8220;Undoubtedly, he was a romantic,&#8221; writes Hubert Jr. of his father, &#8220;and when friends would josh him about his talk about world politics, the good society, and learning, he would say, &#8216;Before the fact is the dream.&#8217;</p>
<p>When you think about making your neighborhood a better place, think <a href="http://www.pps.org/reference/lighter-quicker-cheaper-a-low-cost-high-impact-approach/">Lighter, Quicker, Cheaper</a> (LQC). In public space design, the LQC strategy is framed as a way for communities to experiment with a place and learn how people want to use it before making more permanent changes. That experimental attitude can be adopted by anyone. Just ask yourself: what&#8217;s one thing I already enjoy doing that I could bring out into the public realm?</p>
<p><strong>Make it Public: Bringing Existing Activity Out Into the Streets</strong></p>
<p>For some of us, there may be opportunities to take the work that we do in our professional lives and turn it into a way to engage with our neighbors. Perhaps there&#8217;s a certain activity we perform that could be moved to a nearby park, or a skill that we could teach at a local library. One graphic design firm in Cape Town, South Africa, has taken the idea of public work to a delightful extreme through their <a href="http://www.narrative-environments.com/successes/holding-public-office">Holding Public Office</a> initiative, where they move their office out into a different public space for one day each month and interact with curious passersby. &#8220;It keeps us on our toes,&#8221; says Lourina Botha, one of the firm&#8217;s co-directors. &#8220;It forces us to be aware of our role as designers and is a fairly stark reminder that what we design has a real effect on the world.&#8221;</p>
<p>In other words, this project illustrates how taking a LQC approach to work enriches not just the public space where the intervention takes place, but the work that the firm does, as well. This kind of activity blurs the line between private and public, and re-frames work as a mechanism for building social capital. According to Harry Boyte, director of the <a href="http://www.augsburg.edu/democracy/">Center for Democracy and Citizenship</a> at Augsburg College, &#8220;We need professionals to think about themselves not narrowly disciplinary professionals, whose work is to simply solve a narrow disciplinary problem, but as citizen professionals working to contribute to the civic health and well-being of the community.”</p>

<p>Many people may not have any particular job function that can become more public, for whatever reason, but there are still plenty of activities that mostly take place in private that can be used to enliven public space. Active citizenship needn&#8217;t be all work and no play, after all. &#8220;Any kind of community [that is supportive of engagement] is not just going to be about the problems that residents want to solve,&#8221; explains Matt Leighninger, the director of the <a href="http://www.deliberative-democracy.net/">Deliberative Democracy Consortium</a>. &#8220;It also has to be about celebrating what they&#8217;ve done, through socializing, music, food.&#8221;</p>
<p>Building off of that last point, the organizers of <a href="http://www.restaurantday.org/">Restaurant Day</a> have turned cooking into an excuse for a carnival, giving residents of Helsinki, Finland, a chance to showcase their creativity in the kitchen and turning the city&#8217;s streets into a delectable buffet in the process. Their idea to organize a one-day festival where anyone could open a restaurant anywhere (from living rooms to public plazas), started when Antti Tuomola was struggling through navigating the onerous process of starting up a brick and mortar restaurant in the city. Recalls Kirsti Tuominen, one of the friends who works with Tuomola on organizing the event, &#8220;We knew from the beginning that we wanted to do something that would be fun, easy, and social at the same time. Something positive. We didn&#8217;t want to go the protest route. That&#8217;s the not-so-efficient way of trying to make a difference; it&#8217;s often better to show a good example and then it&#8217;s harder for the opposition.&#8221;</p>
<p>The first Restaurant Day took place back in 2011; today, it has been celebrated in cities all over the world. The festival is a brilliant example of how a completely normal daily activity can totally transform a city&#8217;s public spaces when approached in a creative way. &#8220;The street experience itself was a joy to behold,&#8221; <a href="http://www.cityofsound.com/blog/2012/05/ravintolap%C3%A4iv%C3%A4-opportunistic-edible-urbanism.html">wrote <i>City of Sound</i> blogger Dan Hill</a> after participating on one of the festivals. &#8220;It truly felt like a new kind of Helsinki. International, cosmopolitan, diverse yet uniquely Finnish&#8230;It felt like a city discovering they could use their own streets as they liked; that the streets might be their responsibility.&#8221;</p>
<p>Tuominen echoes this in her own reflection on the event, explaining that &#8220;[Finland] is so full of regulations that people tend to see regulations even where they don&#8217;t exist! That&#8217;s been hindering things for a long time, but Restaurant Day has encouraged people to use their public spaces in a new way. Sometimes people just need someone to show them, or give them a gentle kick in the butt, and things will start happening.&#8221;</p>
<p>Understanding this is key for citizens who want to take a LQC attitude toward activating their neighborhoods: public spaces have a way of amplifying individual actions. One thing from the above comments that is not uniquely Finnish is the tendency of people (particularly in the developed world) to see regulations where they don&#8217;t exist. After decades of society turning its back on public life in favor of the private realm of home, office, and car, a lot of people now feel that they need permission to use public spaces the way they&#8217;d like to. We can give that permission to each other.</p>

<p><strong>Leading From the Bottom-Up: Work Fast, Work Together</strong></p>
<p>If you are a change-oriented person, we need you to lead. Whether you want to move your office outside, organize a citywide cooking festival, or start small by making a concerted effort to engage directly with your neighbors every day, know that your own actions are an essential component of your neighborhood&#8217;s sense of place, by virtue of the fact that you live there. Explains Loflin: &#8220;If you don&#8217;t spend at least some time thinking about the state of mind of Placemaking—every decision, behavior, everything that we do as residents in our place every day—on top of the infrastructure that&#8217;s provided by the place itself, then you miss a really important part of the conversation, where everybody gets to have some of the responsibility.&#8221;</p>
<p>Whatever you decide to do, know that there will be bumps in the road. One of our <a href="http://www.pps.org/reference/11steps/">11 core Placemaking principles</a> is that<i> they&#8217;ll always say it can&#8217;t be done</i>. But keep pushing. Meet your neighbors, and find your allies. Creating great places is all about getting to know the people who you share those places with. Thinking LQC doesn&#8217;t just mean experimenting with <i>what</i> you do, but with <i>how</i> you do it. Look for unconventional partners, and always be willing to consider doing things a bit differently.</p>
<p>In an interview for the Placemaking Blog late last year, <a href="http://betterblock.org/">Team Better Block</a> co-founder Andrew Howard explained how his own LQC street transformations in cities around the US have caused his understanding of how people engage with places to evolve. &#8220;As a planner,&#8221; he explained, &#8220;I always thought that, if I made the best plan, that would attract the right people to come <i>from somewhere else</i> and make that plan happen. What I’ve realized through Better Block is that every community already has everybody they need. They just need to activate the talented people who are already there, and shove them into one place at one time, and that place can become better really quickly.&#8221;</p>
<p>Great places are not created in one fell swoop, but through many creative acts of citizenship: individuals taking it upon themselves to add their own ideas and talents to the life of their neighborhood&#8217;s public spaces. The best news is that we seem to be living at a very special time, when people are once again realizing the importance of public life. It&#8217;s something we&#8217;ve seen first-hand in communities where we have worked around the world, and something we&#8217;ve heard from many others. &#8220;I think that these are the early first steps,&#8221; says Tuominen, &#8220;but I think we&#8217;re heading to something that is very good, and interesting. I love this time. You can feel it, it&#8217;s almost tangible: that things are happening and moving forward.&#8221;</p>
<p>Before the fact is the dream. Just a few minutes ago, at the beginning of this very article, you conjured up a vision of a better neighborhood. Go make it real.</p>

<p>You are never finished. That is one of PPS&#8217;s <a href="http://www.pps.org/reference/11steps/">11 principles</a> for creating great community places. For anyone working to create a great “third place” in their neighborhood, it is critical to remember that there will never be a time when the work is done. Real-world communities are incredibly dynamic, ever-changing things. A public space cannot be finished any more than the city in which it resides can be. At their best, public spaces are the most tangible reflections of cities and neighborhoods and the people who make them special. They are stages for public life, and should reflect the people who live, work, and play nearby.</p>
<p>“Ninety percent of success in public spaces is about management,” says Fred Kent, PPS’s founder and president. “Lots of cities create spaces but don’t manage them.” The key to successful management is understanding and being responsive to the people a space currently serves. Since people come and go, great places must be understood as sites that are in constant flux.</p>
<p>Placemaking, the process that PPS uses in our work with communities around the world, is designed to involve people directly in deciding how their public spaces will look, feel, and operate. Normal citizens are the best experts that you can ask for when planning how a place should be designed or used—but they often question or ignore their own intuitive knowledge. For far too long, the shaping of public spaces has been left to architects and urban planners, who plan from the top down.</p>
<p>This has left many people feeling disconnected from the places that are supposed to serve their needs. Parks and plazas go unused because they don’t feature activities that excite local residents; waterfronts languish because they remain disconnected from their cities even after renovations; streets are seen as conduits for traffic instead of places for bumping into neighbors on the way home from work. Ask many citizens why they don’t go to a given place and they’ll probably have a few good reasons; ask them how they’d go about changing it, and they’ll shrug their shoulders. “That’s for the planners to decide.”</p>
<p>Placemaking teaches people how to evaluate places based on sociability, accessibility, uses, and comfort, and helps them to articulate and build confidence in the value of their own observations about how a place is working—or not working, as is often the case. In this way, Placemaking is a fundamental part of any attempt to create a local third place, since it simultaneously ensures that changes to a space will reflect the needs of the existing community and builds that community’s sense of ownership in a project.</p>
<p>Privately-owned third places like neighborhood cafés or pubs are forced to be responsive to the local community; if they aren’t providing programming and services that their neighbors want, they will most likely go out of business. Public spaces, by the very nature of being publicly owned and operated, can shirk responsibility if the community does not feel either empowered to make them their own or hold local leaders accountable. The Placemaking process encourages people to connect in public spaces, creating the kinds of engaging and memorable third places that anchor strong communities.</p>

<p><strong>Opening and Programming</strong></p>
<p>Pittsburgh’s “Golden Triangle” is a central business district located at the convergence of the Allegheny, Monongahela, and Ohio rivers. At its heart sits <a href="http://www.downtownpittsburgh.com/play/market-square">Market Square</a>, roughly one and a half acres surrounded by historic warehouses and glassy skyscrapers, historically one of the primary marketplaces for the region.</p>
<p>Sadly, the solid old Diamond Market building that filled the site was demolished in 1961, when the Steel City went through one of the most dramatic urban renewal programs in the slum-clearance-crazed country. Huge chunks of the bustling downtown waterfront were cleared for a new park and sterile office complex, while several of the city’s most densely-populated central neighborhoods, including Old Allegheny Center and The Hill, were <a href="http://www.shelterforce.com/online/issues/138/rootshock.html">completely leveled</a>, scattering many of the market’s core customers to suburbs and public housing complexes on the edges of the city.</p>
<p>When PPS got involved in the planning process for Market Square in 2006, the site had been through numerous re-workings, none of which had managed to restore it to its former status as a gathering place for the greater Pittsburgh region. Working with the city’s Downtown Partnership, PPS facilitated a public Placemaking workshop with neighborhood groups and individuals to generate ideas for uses and activities that would inform the future design and management of the square. The process <a href="http://www.pps.org/projects/pittsburgh-market-square/">led to an opening up of the square</a>, including the eventual closure of several streets that ran through its center, to create a more welcoming space. This created one continuous piazza-style square instead of four quadrants, putting the activity at the heart of the space rather than pushing it to the corners to make way for automobile traffic.</p>
<p>Participants also said Market Square needed a more robust and dynamic slate of public programming. Physical changes combined with features like a farmer’s market and lunchtime concert series have helped to turn the square into an extremely popular spot for downtown office workers to gather on lunch breaks and for drinks after work. Programming, from a Carnegie Library–run reading room to the annual <a href="http://www.pittsburghzombiefest.com/">Zombie Fest</a>, which celebrates the city’s status as the setting for director George Romero’s <em>Living Dead</em> series, has made Market Square a destination for residents across the metropolitan area as well.</p>
<p>By focusing on programming rather than a dramatic redesign, Market Square has once again become a major gathering space for Pittsburghers. On a recent Saturday afternoon, even without any events in progress, the square was packed with people sitting, talking, playing, and enjoying each other’s company, illustrating the spillover effect of great public space management: once people have reasons to visit a space and experience its unique sense of place, they’ll keep finding their own reasons to come back.</p>

<p><strong>Getting People There</strong></p>
<p>The <a href="http://www.perthculturalcentre.com.au/">Perth Cultural Centre</a> (PCC) is a cluster of institutions located at the hinge point between the central business district of Western Australia’s largest city and one of its burgeoning nightlife districts, Northbridge. It features a mix of historic buildings from the 1800s and Brutalist structures built in the 1960s and ‘70s, and includes art museums, theaters, a history museum, a major library, and a compact college campus. When it came time to revamp the PCC in 2008, the Metropolitan Redevelopment Authority (MRA) decided that they would work to connect the 23 institutions within the precinct to each other by improving the public spaces that surrounded them, and to extend the precinct past its formal edges, with cultural activity reaching out into the surrounding area like an octopus.</p>
<p>But these myriad spaces were no-go zones for many residents due to poor visibility, lack of activity, and public perception of the PCC as a high-crime area after dark, so the MRA reached out to PPS in 2009 to <a href="http://www.pps.org/blog/creativity-placemaking-building-inspiring-centers-of-culture/">lead a Placemaking process</a> to determine how the staid grounds could be turned into a series of lively public gathering places. The MRA’s understanding of the importance of careful management and cohesive vision proved to be key to changing the public’s perception of the space in a very short period of time.</p>
<p>“One of the big things for us was to take the focus off of the buildings and put it on the things that happen in the spaces between them,” MRA’s executive director of place management Veronica Jeffery explains. “That’s why what we call the ‘quick wins’ strategy was so important: it basically went from planning straight to implementation, and was really powerful. It didn’t leave time for contemplation, which meant that people could see their ideas transform into action.”</p>
<p>This “lighter, quicker, cheaper” approach focused on creating more flexible space through the addition of seating, improvement of lighting after dark, and ample programming to draw people into the PCC precinct. PPS encouraged the institutions clustered in the area to bring their programming out into the public realm and take better advantage of their co-location with other major cultural and educational organizations. Fast-paced collaboration led to a burst of activity that drew people to the site and encouraged them, in turn, to mix and mingle with each other. This created the sense that the PCC was not a walled-off precinct that “belonged” to the MRA or the institutions within, but a great third place that Perth residents were welcome to claim and use as their own “back yard.”</p>
<p>“Ultimately, the centre is a public space,” says Jeffery. “We want everybody to feel comfortable here.” The MRA’s willingness to try new things and actively work with a variety of organizations and local constituencies has made the PCC into the kind of place where locals feel that comfort and sense of attachment—because it directly represents their needs and interests.</p>

<p><strong>Tapping Local Wisdom</strong></p>
<p>Currently, PPS is <a href="http://www.pps.org/blog/un-habitat-adopts-first-ever-resolution-on-public-spaces/">working with UN-Habitat</a> to adapt the Placemaking process for use in developing world cities and towns. One of the first projects that we are undertaking through this partnership is a slew of Placemaking workshops in Nairobi, Kenya, where the mayor has promised to create 60 new public spaces around the city in the next five years. This is no small feat in any city, much less one where a full half of the population lives in informal settlements and slums, on just 5 percent of the land area. The spaces created will undoubtedly be filled with people due to the density of human life here, but a truly successful place is not just a busy space, it is a great destination.</p>
<p>Especially in cities like Nairobi, the need for great destinations is acute. Says PPS vice president Cynthia Nikitin, who is leading our efforts in the Kenyan capital: “In Kibera [the massive slum where PPS is working on a project to upgrade an athletic field], the streets are truly the public spaces, and people are out all day, every day: selling, socializing, trading. People make their living—they live their lives—right out in the streets. Having safe and adequate places for that activity is as vital in these areas as water or electricity.”</p>
<p>Creating destinations that people choose to go to, rather than just spaces where people go out of necessity, is an ideal way to improve the quality of life for people living in slum settlements. Public spaces in these areas can serve many necessary functions: as marketplaces, as places for getting water, as hubs for social services like healthcare and education. But the concerns in these areas are often very different from those that might be found in more established cities in developed countries. Safety, especially for women, is a major factor. And as always, the people who understand the problems that need to be addressed are the people who are already using the spaces.</p>
<p><a href="http://www.pps.org/blog/creating-common-ground-in-a-city-divided/">Silanga Field</a> is a wonderful example of how this valuable knowledge is being tapped. One of PPS’s local partners, the <a href="http://www.kilimanjaroinitiative.or.ke/">Kilimanjaro Initiative</a>, had been working on making improvements to a soccer pitch over the course of several years. “KI enlists the help of the community throughout each phase,” their web page explains, “to give its members a sense of ownership and pride in the field.”</p>
<p>During the first Placemaking workshop Nikitin led with local residents in the spring of 2012, Silanga residents were encouraged to participate in creating a long-term plan for the site. They voiced a strong interest in improving safety in their community, which led to a plan that incorporates environmental improvements and a slate of programming for children and families that are specifically geared toward making the field a place where everyone can feel safe.</p>
<p>The process illustrated the true value of a great third place in any community: a sense of community ownership and control of one’s place in the world, which can be expressed in the way that people engage in discussion and collaboration around a site plan, long before permanent changes to that site are implemented.</p>

<p><strong>It Doesn&#8217;t Have to be Big</strong></p>
<p>In developed and disenfranchised communities alike, the assumption around great destinations is that they cost a lot of money to create and have to take the form of new parks or flashy waterfront promenades. “When talking about expanding public space within Nairobi,” Nikitin says, “I kept bumping up against this assumption from city staff that this meant they had to buy big chunks of land and even clear people out of existing neighborhoods to make room for new parks. The idea that schools and sidewalks, streets, plazas, and fire stations could be meaningful places within the city’s public realm was new to them. There’s a division there between ‘public spaces’ and spaces that merely happen to be public.”</p>
<p>In fact, the kinds of great community third places that build social capital and encourage people to take an active role in the daily life of their neighborhood are often smaller, more manageable spaces like community gardens, street corners, and schoolyards. These hubs provide places for people to gather and organize, and are vital to building constituencies for broader efforts to create more equitable cities. This is not necessarily an expensive or labor-intensive process; it merely requires the people who are currently “in charge” of a given space to step out of the way and let the people who use it play an active role in how it is shaped.</p>

<p>Placemaking is a process, accessible to anyone, that allows peoples&#8217; creativity to emerge. When it is open and inclusive, this process can be extraordinarily effective in making people feel attached to the places where they live. That, in turn, makes people more likely to get involved and <a href="www.pps.org/wp-admin/www.pps.org/blog/place-capital-re-connecting-economy-with-community/">build shared wealth</a> in their communities. &#8220;Placemaking, applied correctly, can show us new ways to help cultures emerge where openness is not so scary,&#8221; notes <a href="http://katherineloflin.podbean.com/about/">Dr. Katherine Loflin</a>, the lead project consultant for the Knight Foundation&#8217;s groundbreaking <a href="http://www.soulofthecommunity.org/">Soul of the Community</a> study, which showed a significant correlation between community attachment and economic growth. &#8220;We could find with consistency over time that it was the softer side of place—social offerings, openness, and aesthetics—that really seem to drive peoples&#8217; attachment to their place. It wasn&#8217;t necessarily basic services: how well potholes got paved over. It wasn&#8217;t even necessarily for peoples&#8217; personal economic circumstances.&#8221;</p>
<p>The study&#8217;s other key finding was that there is an empirical relationship between higher levels of attachment and cities&#8217; GDP growth. This is important because, in Loflin&#8217;s words, &#8220;We have not recognized, as a society, the importance of [place]. Studies like Soul of the Community are helping to give us all permission to spend some time working on this stuff—and not in a kumbaya way, but an economic way.&#8221;</p>
<p>Placemaking, in other words, is a vital part of economic development. And yet, there has long been criticism that calls into question whether or not this process is actually helping communities to develop their local economies, or merely accelerating the process of gentrification in formerly-maligned urban core neighborhoods. We believe that this is largely <a href="http://www.pps.org/blog/challenges-and-warts-how-physical-places-define-local-economies/">due to confusion</a> over what Placemaking is, and who &#8220;gets&#8221; to be involved. If Placemaking is project-led, development-led, design-led or artist-led, then it does likely lead to gentrification and a more limited set of community outcomes.</p>
<p><strong>Who is the community, and what is their role?</strong></p>
<p>The key question right now seems to be about ownership and belonging, in regard to who  has a right to participate when a Placemaking process is underway. In an article for <em>Next City</em> last fall, Neeraj Mehta started a great deal of chatter after raising this very issue <a href="http://nextcity.org/daily/entry/the-question-all-creative-placemakers-should-ask">when he asked</a>:</p>
<blockquote><p>&#8220;Which people do we want to gather, visit and live in vibrant places? Is it just some people? Is it already well-off people? It is traditionally excluded people? Is it poor people? New people? People of color?&#8221;</p></blockquote>
<p>This builds on a common frustration among people who work in community development and related fields: oversimplification of what we mean when we talk about &#8220;the community.&#8221; Places are almost never the product of a singular, evenly-connected community, but the intersection and overlapping of multiple or many diverse groups. &#8220;The community&#8221; often includes people who never speak to each other, or may not even notice each other, depending on the quality and availability of welcoming public spaces in which to connect.</p>

<p>This is the very problem that Placemaking aims to address. The <em>most</em> important tenet is that the process must be open and welcoming to all who want to participate. This is not to say that everyone will get what they want out of Placemaking. The point is that there will be an opportunity for people not just to share what <em>they</em> want, but also to listen to their neighbors&#8217; ideas, and to be part of the process of shaping the public spaces that they share with those neighbors. The end result should be a space that&#8217;s flexible enough to <a href="http://www.pps.org/blog/creativity-placemaking-building-inspiring-centers-of-culture/">make room for many different communities, and encourage connections between them</a>.</p>
<p><strong>What role do artists play?</strong></p>
<p>Perhaps one of the most significant changes that has taken place in the public dialog around Placemaking, over the past several years, has been the rise of the &#8220;creative&#8221; modifier. Creative Placemaking&#8217;s proponents (including the Knight Foundation-supported <a href="http://www.artplaceamerica.org/">ArtPlace</a>) have contributed substantially to the public awareness of the importance of public space, and <a href="http://www.pps.org/reference/collaborative-creative-placemaking-good-public-art-depends-on-good-public-spaces/">the role of public art in creating great places</a>, by positioning artists at the center of the Placemaking process. Unfortunately, this privileging of one type of activity over others also seems to be the source of many of the recent questions around who benefits, and who is allowed at the table.</p>
<p>Whether we like it or not, &#8220;creativity&#8221; has come to mean something quite specific over the past decade or so. Dr. Richard Florida&#8217;s movement-sparking book, <em>The Rise of the Creative Class</em>, was boiled down into sound bites so frequently and consistently after its publication, that the idea of &#8220;creativity&#8221; became the purview of a specific group of people. Suddenly everyone was talking about &#8220;creative types,&#8221; and scheming to build more coffee shops and bike trails in order to lure young people with liberal arts degrees to their city to create design blogs and tech start-ups. The idea, perversely, and in contradiction of what Florida was actually arguing, became that a certain kind of person with a certain kind of creativity was most valuable to local economic development, and cities should try to be <em>more like</em> the places that were already attracting that kind of person in order to steal them away—rather than fostering the creativity of people who were already living in a given place.</p>

<p>Roberto Bedoya hits the nail on the head in a <a href="http://www.artsinachangingamerica.net/2012/09/01/creative-placemaking-and-the-politics-of-belonging-and-dis-belonging/">provocative post</a> originally published shortly before Mehta&#8217;s:</p>
<blockquote><p>&#8220;What I’ve witnessed in the discussions and practices associated with Creative Placemaking is that they are tethered to a meaning of &#8216;place&#8217; manifest in the built environment, e.g., artists live-work spaces, cultural districts, spatial landscapes. And this meaning, which operates inside the policy frame of urban planning and economic development, is ok but that is not the complete picture. Its insufficiency lies in a lack of understanding that before you have <em>places of belonging</em>, you must feel you <em>belong</em>. Before there is the vibrant street one needs an understanding of the social dynamics on that street – the politics of belonging and dis-belonging at work in placemaking in civil society.&#8221;</p></blockquote>
<p>In other words, while the intentions of Creative Placemaking’s proponents are undoubtedly good, and their work very frequently wonderful, the fact that a lot of people just don&#8217;t consider themselves to be &#8220;creative types&#8221; limits the potential outcomes. No doubt, part of the drive is to expand creativity and the arts to impact community development and open the arts up to more people, but to start off by limiting the Placemaking process to a certain set of outcomes from the get-go is not the way to go about it.</p>
<p><strong>Every place can be vibrant. Vibrancy is people.<br />
</strong></p>
<p>Also problematic is the fact that so much debate has centered on a flawed definition of &#8220;<a href="http://www.artplaceamerica.org/articles/vibrancy-indicators/">vibrancy</a>&#8221; that further limits the Placemaking process&#8217; capacity for transforming communities. Ann Markusen, who co-authored the <a href="http://www.nea.gov/pub/CreativePlacemaking-Paper.pdf">original paper</a> on Creative Placemaking <a href="http://www.nea.gov/about/nearts/storyNew.php?id=01_defining&amp;issue=2012_v3">for the NEA</a>, highlights this problem<a href="http://createquity.com/2012/11/fuzzy-concepts-proxy-data-why-indicators-wont-track-creative-placemaking-success.html"> in an essay</a> that she wrote for arts management hub Create Equity, questioning the movement&#8217;s early evolution. Markusen asks:</p>
<blockquote><p>&#8220;Just what does vibrancy mean? Let’s try to unpack the term. <a href="http://www.artplaceamerica.org/loi/" target="_blank">ArtPlace’s definition</a>: &#8216;we define vibrancy as places with an unusual scale and intensity of specific kinds of human interaction.&#8217; Pretty vague and&#8230;vibrancy are places?  Unusual scale? Scale meaning extensive, intensive? Of specific kinds? What kinds?&#8221;</p></blockquote>
<p>This definition is not just vague, it&#8217;s unnecessarily limiting. If vibrancy is defined explicitly as an &#8220;unusual&#8221; condition, it furthers the idea that Placemaking is geared toward the production of specific kinds of spaces and amenities, rather than toward the enabling of citizens to use their public spaces to highlight their neighborhood&#8217;s unique strengths, and effectively address distinct challenges. We may have come to think of vibrancy as a finite quality after seeing our cities stripped of their dense social networks through decades of freeway-building and suburbanization, but that is a misconception.</p>

<p>Every neighborhood—every plaza, square, park, waterfront, market, and street—can be vibrant, but if people don&#8217;t feel like they can contribute to shaping their places, vibrancy can&#8217;t exist. Period. Gentrification, which is often blamed on honest attempts to create more vibrant, livable places, is what happens when we forget that <em>vibrancy is people</em>; that it cannot be built or installed, but must be inspired and cultivated. <a href="http://transportationnation.org/2012/09/10/gentrification-and-transportation-in-dc-part-1/">Says</a> DC-based community organizer Sylvia Robinson: &#8220;I consider gentrification an attitude. It’s the idea that you are coming in as a planner, developer, or city agency and looking at a neighborhood as if it’s a blank slate. You impose development and different economic models and say that in order for this neighborhood to thrive you need to build this much housing, this much retail.&#8221;</p>
<p><strong>Cities&#8217; &#8220;soft&#8221; sides matter—and so does how we talk about them.<br />
</strong></p>
<p>When Placemaking is perceived to be geared toward a specific set of outcomes, it undermines the work that everyone in the field is doing, and leads to the kind of criticism that we saw from Thomas Frank, whose blistering <a href="http://www.thebaffler.com/past/dead_end_on_shakin_street">takedown of Placemaking</a> in <em>The Baffler </em>should make even the most seasoned Placemaking advocate wince. Frank writes:</p>
<blockquote><p>&#8220;Let us propose a working hypothesis of what makes up the vibrant. Putting aside such outliers as the foundation that thinks vibrancy equals poverty-remediation and the car rental company that believes it means having lots of parks, it’s easy to figure out what the foundations believe the vibrant to be. Vibrant is a quality you find in cities or neighborhoods where there is an arts or music &#8216;scene,&#8217; lots of restaurants and food markets of a certain highbrow type, trophy architecture to memorialize the scene’s otherwise transient life, and an audience of prosperous people who are interested in all these things.&#8221;</p></blockquote>
<p>And then, toward the end of the article, the clincher:</p>
<blockquote><p>&#8220;Let’s say that the foundations successfully persuade Akron to enter into a vibrancy arms race with Indianapolis. Let’s say both cities blow millions on building cool neighborhoods and encouraging private art galleries. But let’s say Akron wins&#8230;What then? Is the nation better served now that those businesses are located in Akron rather than in Indianapolis? Or would it have been more productive to spend those millions on bridges, railroads, highways—hell, on lobbyists to demand better oversight for banks?&#8221;</p></blockquote>
<p>This is a straw man argument that many of us are tired of hearing: that focusing on the &#8216;soft&#8217; side of cities, the very things the Soul of the Community study found most important, is a waste of money when cities should be focusing on hard infrastructure. But if we allow Placemaking to be framed (or even worse, practiced) in a way that leaves people feeling unwelcome or excluded, we&#8217;re setting ourselves up for exactly that sort of criticism.</p>
<p>Better communication between the people who share rapidly-changing neighborhoods is vital to the future success of our cities—and, considering the fact that 70% of the world&#8217;s population will be urban by 2050, to the future of global society. That is what we advocate for when we advocate for Placemaking. We do not work for better public spaces so that people will have somewhere to sit and eat gelato; we do it so that they will have somewhere to sit and talk with their neighbors. Whether or not that conversation is about art (or politics, or food, or education, or sports&#8230;) is beside the point.</p>
<p>You know that you&#8217;re in a great place when you&#8217;re surrounded by all different sorts of people, but still feel like you belong. When people feel encouraged to participate in shaping the life of a space, it creates the kind of open atmosphere that attracts more and more people. In their inclusiveness, our greatest places mirror the dynamics of a truly democratic society. As we <a href="http://www.placemakingchicago.com/cmsfiles/placemaking_guide.pdf">put it</a> in our introduction to the<em> Guide to Neighborhood Placemaking in Chicago </em>(written for the Metropolitan Planning Council), &#8220;Placemaking allows communities to see how their insight and knowledge fits into the broader process of making change. It allows them to become proactive vs. reactive, and positive vs. negative. <strong>Simply put, Placemaking allows regular people to make extraordinary improvements, big or small, in their communities.</strong>&#8221;</p>
<p>Over the next few weeks, as we prepare for the first meeting of the <a href="http://www.pps.org/blog/announcing-the-placemaking-leadership-council/">Placemaking Leadership Council</a> in Detroit on April 11th and 12th, we will be exploring the relationship between individuals and the Placemaking process in further detail. <p>&#8220;Today we will talk about the future that <em>we</em> make,&#8221; said <a href="https://twitter.com/search?q=%23civictech">#CivicTech</a> activist <a href="http://noneck.org/">Noel Hidalgo</a> in his opening remarks at <em><a href="http://socialmediaweek.org/newyork/events/?id=57117">We Built This City: The State of Civic Technology</a></em>, a panel organized last week as part of Social Media Week in New York City. Hidalgo went on to outline what he calls the Four Freedoms of the 21st Century (detailed above), which build upon the <a href="http://en.wikipedia.org/wiki/Four_Freedoms">historic goals outlined by FDR in 1941</a>.</p>
<p>In Hidalgo&#8217;s update, each new goal shifts from a focus on individual human rights to more social, communal aims. To speak and worship, to live free from fear or want—these are things that we do as individuals. To connect, learn, innovate, and fight tyranny—these are things that we do together. These freedoms don&#8217;t replace FDR&#8217;s original four, but build upon them, offering a thoughtful set of next steps for anyone thinking about how new social technology can be used to create more equitable communities.</p>
<p>Democratic governance, after all, is a social process, and new tech is only making it moreso. At that same panel, PPS&#8217;s <a href="http://www.pps.org/about/team/dlatorre/">Daniel Latorre</a> noted that &#8220;Beacuse of all the technology that&#8217;s sprouted up, there&#8217;s a greater potential for how &#8216;informal&#8217; citizens can work with the &#8216;formal,&#8217; staffed citizens who run the city&#8217;s departments.&#8221; But, he and the other panelists asserted frequently, it is critical to remember that all citizens, whether they work formally for City Hall or not, are just that: citizens, neighbors, <em>equals</em>.</p>
<p>A city is the physical point at which thousands or millions of individual social networks overlap. It is the interconnectedness of our many varied webs that creates a unique sense of place within each neighborhood. The interaction between people is what flavors public spaces, and makes one place feel distinct from the next. As <a href="http://seeclickfix.com/">SeeClickFix</a> founder <a href="https://twitter.com/benberkowitz">Ben Berkowitz</a> put it at another SMW event, <em><a href="http://socialmediaweek.org/newyork/events/?id=53567">It&#8217;s My City: Civic Participation in Urban Development</a></em>, &#8220;Every individual carries their neighborhood&#8230;and your personal neighborhood evolves as your life changes.&#8221;</p>
<p>Technology is making it easier for people to connect to the places that they inhabit by leveling the social playing field. The tools that are being created are not ends in and of themselves; much like the Placemaking process, they are the means for bringing people together: to connect, to learn, to innovate, and to feel welcome to do so. Below are thoughts from the two aforementioned SMW events that highlight technology&#8217;s role in strengthening local human networks in-place, in relation to each of Hidalgo&#8217;s 21st Century Four Freedoms.</p>
<p style="padding-left: 30px;"><strong>On the freedom to connect</strong>: &#8220;Technology,&#8221; said Latorre, &#8220;is only 10% of the problem. 90% of it is about the organizing &amp; research to find out <em>who</em> you&#8217;re trying to connect <em>with</em>.&#8221; Wherever you are in a city (or town), there are dozens of potential partners and collaborators within spitting distance. We need better digital tools for finding local people and organizations to connect with in order to get things done.</p>
<p style="padding-left: 30px;"><strong>On the freedom to learn</strong>: &#8220;The creators of new ideas don&#8217;t have to be within your organization to be helpful,&#8221;  noted <a href="https://twitter.com/wordshalfspoken">Betsy Scherzer</a>, the project manager for the <a href="http://nycbigapps.com/">NYC BigApps</a> competition, at <em>We Built This City</em>. But once an organization has decided that it&#8217;s ready and willing to learn from people outside its normal circles, the question (according to Scherzer) becomes, &#8220;How do you incentivize outsiders to contribute to what you want to solve? Then, how do you curate the response?&#8221; In other words: how can tech help us find the right teachers?</p>
<p style="padding-left: 30px;"><strong>On the freedom from tyranny</strong>: &#8220;If citizens don&#8217;t start cooperating city-to-city, there will be no checks and balances for something like the <a href="http://www.nytimes.com/2012/03/04/business/ibm-takes-smarter-cities-concept-to-rio-de-janeiro.html?pagewanted=all&amp;_r=0">IBM Smart City control center</a> that was &#8216;gifted&#8217; to Rio,&#8221; cautioned <a href="http://meurio.org.br/">Meu Rio</a> co-founder <a href="https://twitter.com/meu_rio">Alessandra Orofino</a> during the <em>It&#8217;s My City</em> panel. &#8220;Whoever designs the interface holds a whole lot of influence.&#8221; If you plan for people and places, you get people and places; if you plan for cars and traffic, you get cars and traffic. More and more, tech is a vital planning tool, so make sure that the tools your city uses are focused on people and places.</p>
<p style="padding-left: 30px;"><strong>On the freedom to innovate</strong>: Collaboration, and the <a href="http://en.wikipedia.org/wiki/Building_20">cross-pollination of ideas by people with many different backgrounds</a>, is what creates bursts of human creativity and innovation. &#8220;We now have tech so completely embedded into whatever we&#8217;re doing,&#8221; argued Hidalgo at <em>It&#8217;s My City</em>, &#8220;so when we talk about technology, we forget that when we build communities of practice, that&#8217;s also a technology that we&#8217;re applying to ourselves to strengthen our communities.&#8221; Tools that bust down silo walls and create more connectivity between the tangential networks that exist in a given place are key to innovation.</p>
<p>Technology can be hugely helpful in strengthening communities. It can also be a huge distraction. The key is to make sure that new tools serve people first. That&#8217;s a self-reinforcing process. The more people there are paying attention and making their voices heard in the discussion about how technology can strengthen offline networks, economies, and places, the more likely it will be that new tools will be designed to make the dialog even more inclusive. In order to change the way that cities are run, the <a href="https://twitter.com/search?q=%23civictech">#CivicTech</a> movement should lean more toward civics, and less toward tech.</p>
<p>Every citizen has a seat at the table, and technology&#8217;s job right now is to help people understand how they can have an impact on their communities. In Latorre&#8217;s words: &#8220;The cities that are more open, that are early adopters, are the ones where the citizens are more in charge than the technocrats. &#8220;People develop, not places.&#8221;</strong></p>
<p>So writes Jim Russell in a <a href="http://burghdiaspora.blogspot.com/2013/01/big-fish-small-pond-talent-migration.html">recent post over at<em> Burgh Diaspora</em></a>, in arguing that cities are wasting their money on Placemaking when they should be focusing more directly on talent development. In his view, widely held these days, Placemaking is about plunking down &#8220;cool urban amenities&#8221; and increasing token diversity to make a city seem edgy or superficially interesting. It&#8217;s a simple cut-and-paste process of taking some signifier of young, contemporary, urban hipness (a bike lane, public art, a funkily decorated coffee shop) and inserting it into a neighborhood in the hopes of re-framing that neighborhood as the Next Big Thing.</p>
<p>That&#8217;s not what Placemaking is. Or at least that&#8217;s not how many of us who use the word mean it. For every person who thinks that you can &#8216;placemake&#8217; unilaterally by dropping in cool amenities, there is another who believes that Placemaking is as much about the discussion that participants have with each other as it is about whether a space contains public art or picnic tables when all is said and done. The physical attributes of the space in question are important, but they are the means, not the end. If you&#8217;re not building social capital in the community where you&#8217;re working, you&#8217;re not Placemaking; you&#8217;re just reorganizing the furniture.</p>
<p>Context (the size of a site, its location within the city, its present configuration) gives the people who choose to participate in a Placemaking process a universally agreed-upon starting point. But for that raw space to become a place, people have to identify priorities, make decisions, and take action. Involving the intended users of a public space in that process helps the resulting design to be responsive to the community&#8217;s needs—including the inherent need of all communities for people to connect with each other. Any organization can pave a plaza, but it&#8217;s not a place until people are using it. By bringing people together around a shared starting point to define and work toward shared goals, Placemaking can <a href="http://www.pps.org/place-capital-re-connecting-economy-with-community/">play a critical role in strengthening local economies</a>.</p>
<p><a href="http://nextcity.org/informalcity/entry/when-tokyo-was-a-slum">For hard evidence of this, look to Tokyo</a>. Writing for<em> Next City</em>&#8216;s new Informal City Dialogs, urbanologists Matias Echanove and Rahul Srivastava explain how the Japanese government relied on the citizens of Tokyo to rebuild their (literally) bombed-out neighborhoods incrementally after WWII, while top-level funds were used to build state-of-the-art infrastructure to connect those neighborhoods and facilitate their growth, both physically and economically, over time. &#8220;After the war,&#8221; they write, &#8220;one of Tokyo’s few abundant resources was memory.&#8221; That the city rebuilt on the foundation of those memories—of local traditions, building techniques, shared needs—is now one of the world&#8217;s biggest economic juggernauts is no coincidence.</p>
<p>In his critique of Placemaking, Russell looks a bit closer to home, at Detroit. The city, he writes, is currently benefiting from a <em>big fish, small pond talent migration, </em>where talented young professionals are moving back because, as one such person asks in a quoted passage, &#8220;Where else in the country can you make an actual impact on a whole city when you are in your 20s?&#8221; Since Detroit is infamously lacking in amenities and diversity, Russell argues, people clearly don&#8217;t move there &#8220;to live out [their] Portland fantasy on the cheap. You certainly don&#8217;t leave Seattle in hopes of a place-making upgrade. You migrate for opportunity, despite the challenges and the warts.&#8221;</p>
<p>There&#8217;s a disconnect here that bothers me: in so much of the contemporary mainstream discussion of Placemaking, the signifier has become the signified. &#8220;Placemaking&#8221; is now often used as a stand-in for the finished product; if a parklet is built or a cafe popped-up, it doesn&#8217;t matter who asked for it, or whether anyone even asked in the first place. The people behind the project will tell you that it&#8217;s Placemaking, regardless. The implication in these instances is that a place can be imposed on a community, rather than created with it. That&#8217;s the exact same logic that was used to justify slum clearance and build tower-in-the-park complexes in the US during the years when Tokyo was going through its incremental resurgence.</p>

<p>That brings us back to Detroit: a city that is, in many ways, the polar opposite of Tokyo when it comes to the development of Place Capital over the past half-century. But what&#8217;s happening in Detroit right now is not the result of some inherent &#8220;opportunity&#8221; that can be pulled from the air. Like Tokyo after the war, Detroit&#8217;s &#8220;challenges and warts&#8221; <em>are</em> the opportunity; they create a physical context that people can make tangible changes to, even as upstarts in their 20s with modest resources. The abundance of cheap space lowers the barrier to entry for participating in urban revitalization, and while most cities don&#8217;t have Detroit&#8217;s elbow room, people can still take part in the shaping of their communities by working together to define their shared public spaces. As my colleague Ethan put it recently, &#8220;Human capital and creative talent increasingly goes where it likes; talent increasingly goes to great places; but talented people become most attached to places that they help create.&#8221;</p>
<p>Like Russell, many people today are beginning to voice the concern that Placemaking is &#8220;counterproductive&#8221; to economic development, because they&#8217;ve been led to believe that the process is simply about cutting and pasting things that worked somewhere else into struggling spaces. But great places and strong local economies are created in the same way: by getting people together to define local challenges and come up with appropriate solutions to address them. Placemaking makes tangible the opportunities inherent within a place so that they might be taken advantage of. <strong>People develop places; thereafter, places develop people.</strong></p>

<p>PPS Transportation Associate David M. Nelson is our resident expert on all things Omaha. When he heard that we were interviewing <a href="http://www.omahabydesign.org">Omaha By Design</a> director Connie  Spellman for the Placemaking Blog, he was not at a loss for words! David had this to say:</p>
<p><em>Growing up in Omaha wasn&#8217;t necessarily glamorous. In 1980s, Omaha was opening a new freeway on one side of downtown and tearing out a million square feet of gorgeous warehouses—the single largest loss to the National Register of Historic Places—on the other. The egregious acts of the 80s became the built environs of the 90s. And Omaha, simply put, was a place you left, not a place you lingered.</em></p>
<p><em>Then came 2001, when everything began to change. An organization called Lively Omaha was formed, which would go on to catalyze an incredible urban renaissance within Nebraska’s largest city. In fact, Omaha By Design, as it is now known, inspired me to pursue my career in planning and design. Through their tireless environmental and urban design work, Omaha By Design has restored the elegance of the prairie landscape, implemented a form based code, and empowered neighborhood after neighborhood to realize their own visions. Today, Omaha is one of the most liveable communities in the US<em>—</em>a distinction for which Connie Spellman and everyone else behind Omaha By Design deserve much of the credit.</em></p>
<p>&nbsp;</p>
<p><b>Omaha</b><b> by Design has been something of a pioneer in working with Placemaking at a citywide level. Can you tell us a bit about how your work in this field got started?</b></p>
<p>The <a href="http://omahafoundation.org/">Omaha Community Foundation</a> (OCF) was first introduced to Placemaking when PPS came to town as a <a href="http://www.pps.org/reference/plcmkngnps-2/">consultant for the National Park Service</a> (NPS). The NPS was interested in building its new regional facility on Omaha&#8217;s riverfront, which was beginning to experience a revitalization. As part of that process, Fred Kent suggested hosting a <a href="http://www.omahabydesign.org/projects/urban-design-element/neighborhood-omaha/place-making-workshops/">Place Game Workshop</a>, so the city partnered with the OCF to help organize the event and get the right people to participate.</p>
<p>At about the same time, OCF had commissioned a report, <i>Above All Others on a Stream</i>. The consultant summed up the comments from over 75 donors interviews with the five words they wanted Omaha to be: smart, significant, sparkling, connected and fun. That threw everybody for a curve, because, in the late ‘90s, those weren’t terms you’d use to describe Omaha! That led the OCF to create an initiative called Lively Omaha [which became Omaha by Design in 2003] to begin working toward making those descriptors a reality.</p>
<p>I was hired to lead the initiative. The original idea was to transform Omaha into the &#8220;City of Fountains,&#8221; even though Kansas City had already become known for its fountains. I guess the idea was that Omaha was going to do them one better; but I didn’t really think that fountains would get us the outcomes we were shooting for. I started looking back over the process that led to the initiative’s creation, and that&#8217;s how I personally discovered PPS&#8217;s work. The rest, as they say, is history.</p>
<p><b>How did Placemaking help you to re-orient the work you were tackling? It sounds like it helped to crystallize something for you.</b></p>
<p>I wasn&#8217;t familiar with the term “Placemaking,” at least not at first. The parts that captured my attention were the ideas about public space. Public space, to me, was a park, or a road; I had a very limited understanding about what the term &#8220;public space&#8221; meant. Realizing that public space is basically everything except your home or business was a very eye-opening experience for me. And because some of the people at the OCF had gone through the Placemaking workshop, I started asking them about what they did and how it was organized.</p>
<p>I remember the president of the foundation taking me over to a window in his office when we were talking about this; we looked out over the Civic Center, and there was a very blank porch along the entryway, the plaza was empty, and there was a faded bench on the corner—it’s a very vivid memory, because it was the first time I looked at my city with fresh eyes. I had lived in Omaha for probably 30 years at the time, and I loved it, but I’d never really <em>looked</em> at it. I got hooked very quickly. I thought, “I get it; we can be better.”</p>

<p><b>And that eventually led to your organization conducting Place Game Workshops all over Omaha; several a year?</b></p>
<p>I went to one of the <a href="http://www.pps.org/training/">Placemaking trainings</a> in New York right after I got hooked, and then we worked with PPS to create our first website, which we had for six years. Then we invited PPS to Omaha to train local residents to become Place Game facilitators so we could start doing more of these games around Omaha. It was a great way to start helping other people open their eyes and see the city in a new light.</p>
<p>We’ve done more than 70 Place Games during the past 11 years. The amazing thing is that quite a few of the facilitators who attended that first training session with Fred are still volunteering with us today. We’ve had new ones join us as well, so we’ve got a half dozen that still love to lead Place Games.</p>
<p><b>How has the organization&#8217;s work and scope changed over time? And what role has Placemaking played in that evolution, if any?</b></p>
<p>The catalyst for us to start looking at our role was the local development of two Walmart stores back in 2001. The architects were coming in with a very generic design for the stores, right about the time we were beginning to introduce this new vocabulary and encourage interest in how our city looks and feels. You could sense the beginning of this heightened awareness when the attorney for Walmart was asked by a planning board member (who had just come back from Fort Collins, Colorado), &#8216;Why are you building this plain, bland box in an area that is one of the most beautifully-maintained and landscaped places in the city?&#8217;</p>
<p>The attorney&#8217;s response was essentially, &#8216;Fort Collins has design standards, and we build to design standards and local politics.&#8217; That led to Lively Omaha conducting a lot of research about design standards. We talked with City of Omaha officials, and while there were components of urban design in the master plan, it was not a major element.</p>
<p>Fortunately—and this is another influence of PPS—I had created an advisory committee to guide what our organization was doing. At the Placemaking training I attended, I learned that you need to engage leadership in public space work, and that includes city government department heads, the development community, designers, neighborhoods, public art folks—people from all corners of the city. When this idea of creating design standards for Omaha came up, it was great to have that advisory committee available to kick around ideas and to ask, “Why aren’t we—why isn’t Omaha—asking for more?”</p>
<p>So with the support of our advisory committee and the leadership of our founding donors, we decided to begin broadening our focus by working on an urban design plan for the city. Our donors helped raise about $750,000 to hire Jonathan Barnett with WRT in Philadelphia and Brian Blaesser with Robinson Cole in Boston to create a comprehensive urban design plan for the city. That was passed unanimously by our city council in 2004. Of course, we all recognized that just because it’s in the master plan doesn’t give the urban design plan the effect of law, so our donors agreed that we needed to work to get the new design standards codified. That took us two years, and we were able to get major changes to the existing city codes passed—unanimously, if you can believe that—by the planning board and city council, with developers at the table.</p>

<p><b>What is Omaha by Design working on now?</b></p>
<p>Right now we&#8217;re transitioning to becoming an independent nonprofit organization. 2011 was our 10-year anniversary, and that was when the OCF (which originally thought this was going to be a three-year pilot project!) and our original donors suggested that we were ready to start thinking about striking out on our own. After we reached out and determined that the community wanted us to continue on as an independent organization, we spent about six months going through the process of figuring out what that means and creating a vision statement, mission statement and business plan. If there was any organization pursuing something we were doing, we eliminated it. But there wasn&#8217;t much overlap; we’d always been focused on something very different from what other nonprofits were doing for the city. I think that&#8217;s why we continue to be supported.</p>
<p>Our mission today is simple: we’re dedicated to improving the way Omaha looks, functions and feels. We facilitate partnerships among our public, private and philanthropic sectors to carry out projects that will improve the quality of our city’s built and natural environments. <a href="http://www.omahabydesign.org/projects/">All of our projects</a> stem from recommendations outlined in the urban design and environmental components of Omaha’s master plan, which we helped develop during the past decade. We also monitor the local environment for adherence to policy changes resulting from these visioning documents and stand ready to act on activities that threaten to undermine their validity.</p>
<p>Ultimately, we’re successful for two reasons. First, we have the incredible support of our community leadership. That allows us access to the resources to make this work, and it&#8217;s been the direct result of a lot of coalition building we’ve done over the years. The second reason is the people who do the work; 99% are volunteers. They give willingly of their time, talent and resources. Some of the people who attended our very first meetings have kept with it all the way. Without them, we would have been a three-year pilot project that came and went. Omaha by Design is lucky to work in such a generous community; it makes great things possible.</p>

As he prepares to step down from this position to run for the Fourth Ward seat in City Council in Columbia, MO, this April, we spoke with him recently about the lessons that he learned in setting up the organization’s <a href="http://www.pednet.org/programs/walking-school-bus.html">Walking School Bus</a> program, a nationally-recognized Safe Routes to School success story.</p>
<p>Ian shared his personal goals for making active transportation a citywide priority, and shed light on how drastically people’s perceptions can change from just one generation to the next—and what those changes mean for physical infrastructure.</p>
<p>&nbsp;</p>
<p><b>Can you tell us a little bit about the Walking School Bus Program PedNet runs in Columbia, MO, and how it has become so successful?</b></p>
<p>PedNet’s Walking School Bus program, which started in 2003 , is a component of our <a href="http://www.pednet.org/programs/safe-routes-to-school.html">Safe Routes to School</a> (SRTS) initiative [Editor's Note: you can read more about Walking School Bus creator David Engwicht <a href="http://www.pps.org/reference/david-engwicht/">here</a>]. This started prior to federal legislation about SRTS, and at a time when there wasn’t much funding, but SRTS was a concept that was starting to catch on in Missouri. PedNet was a young organization then, focused on street design standards, or what are known now as <a href="http://www.pps.org/reference/placemakers-guide-to-transportation-complete-streets/">complete streets</a>. We wanted some encouragement programs that would get people out walking and biking as we were trying to work with the city to put in sidewalks and bike lanes, and wanted to address a couple of oft-repeated concerns that parents have about their children walking to school&#8211;mainly traffic danger and stranger danger.</p>
<p>If you do an analysis of those two things, you’ll find that the number of kids walking to school was about 50% in the 1960s, but now it&#8217;s more like 15%. That’s a pretty dramatic change in behavior over just one generation. One of the main differences is that there&#8217;s a lot more traffic on the roads today, and these roads are not designed with the pedestrian in mind, let alone children.</p>
<p>If you design a program so parents have faith in it, it is well run, and volunteers are trained, responsible, and reliable, then parents are extremely happy that their kids are walking to school because they get out and get exercise in the morning and in the afternoon. It&#8217;s more like when the parents were in school. My generation was among that 50% walking to school so it&#8217;s sort of a throwback. We developed our program in Columbia by recruiting adults, many of them college students. We designed the routes, advertised the program, got parents to sign their kids up, and took the volunteers through the walking routes to survey them. It&#8217;s become very popular in Columbia. Last school year we had about 500 kids participate.</p>
<p><b>You mentioned that prior to SRTS there wasn&#8217;t federal legislation in place to support this concept, and funding was hard to come by. What was the process of getting that legislation in place? </b></p>
<p>There were advocates at the national level, and <a href="http://www.saferoutespartnership.org/about/contacts/deb">Deb Hubsmith</a> was really a leading light working in Washington DC with Rep. James Oberstar of Minnesota, the chair of the House Transportation Committee who was primarily responsible for the federal SRTS Program. Deb worked very closely with other national advocacy groups and they made a very good case for the health benefits, academic benefits, safety, and congestion benefits of Safe Routes to School. As a result, more than $600 million was provided for the program in the 2005 Federal Transportation Bill.</p>
<p>Most school districts don&#8217;t provide busing for kids who live less than a mile from school. Before we started the program, we did a survey in of parents that live within a one-mile radius of a randomly selected group of schools and found that of all the kids living within that radius, only about 25% of them were walking to school. We realized if we put in place a robust Walking School Bus program, we would eliminate a tremendous amount of traffic around these schools. Congestion and air pollution would be reduced as well.</p>
<p>We were able to present these benefits to parents, and the people and advocacy groups mentioned before were able to present them to legislators. There was broad support for the idea of allocating federal funds to promote walking to school through programs like the Walking School Bus and through engineering investments like putting in sidewalks, slowing down traffic, and adding crosswalks in school areas. The idea was that this would hopefully move us back toward 50% of kids walking to school again.</p>

<p><b>Can you speak to the benefits, and in some cases the necessity of coordinating with various organizations to make these programs a success?</b></p>
<p>Certainly for SRTS, having a strong and diverse partnership of stakeholders and organizations from different sectors has been extremely important. As an independent, non-profit organization, PedNet had to reach out and partner with the school district. While we weren&#8217;t asking the school district to implement the program itself, but we wanted their support, and the support of the parents. The district has been a really important partner, and in some parts of the country school districts are heading local SRTS programs. We&#8217;re trying to achieve that in Columbia and transfer the program to the school so that they run it with our help.</p>
<p>Other important partners have been the Public Health Department and the University of Missouri. We&#8217;ve worked very closely with the health department for a dozen years, not just on walking to school, but on building more accessible communities, trails, and promoting bus use. The University of Missouri provides around 200 volunteers, most of which are students. We work closely with professors in the university to promote the program and they often offer students credit particularly in the health and education program.</p>
<p>We also work with other city departments, such as transportation and planning, to promote the targeting of infrastructure dollars toward streets around schools. Elected representatives play a big role in making those decisions as well as school board members. A diverse partnership has allowed us to promote the program widely within the community, as well as get some tangible help in the way of funding and volunteers.</p>
<p><b>How replicable are PedNet&#8217;s programs? How and where do you see them working in other cities around the US? </b></p>
<p>My colleague Robert Johnson is our Director of Consulting, and he has been promoting different kinds of workshops and trainings and technical assistance services to other communities, sharing what we&#8217;ve learned around the country. We have an all-day Walking School Bus workshop, which is designed for a single community with a group of around 15 or 20 leaders from that community. We gather teachers, parents, and city officials and take them through a six-hour training on how to establish a Walking School Bus program in their community, and give them the tools to get started. We also include the PowerPoint presentation that we use to train new volunteers. We try to give these communities a whole package so that they can get their own programs going pretty quickly.</p>
<p>So far, we&#8217;ve led about 70 or 80 these workshops in the last two years. I did one two weeks ago in Longmont, Colorado, and they had very good representation from across the community. I&#8217;m very confident that their program will really take off.</p>
<p><b>What are some of the new and exciting things that are going on with PedNet right now?</b></p>
<p>We&#8217;ve been running a pilot program for the last couple of years where parents that live further out (say five or ten miles from their children&#8217;s school), can still benefit from the Walking School Bus. We do this by setting up a staging post about half a mile to a mile from school where the parents and the school buses can drop kids off, and they walk under the supervision of our volunteers from that location to the school, and then back again in the afternoon. The schools have benefitted by having less traffic around, and they&#8217;ve been very supportive. The Columbia School Board is very actively looking at not just bringing the Walking School Bus under their own operation, but expanding the staging posts so that multiple schools can enjoy this benefit. This also helps to promote advocacy for physical improvements around the school so that more kids can walk.</p>
<p>We&#8217;ve done a lot of work with middle school kids teaching them the <a href="http://www.bikeleague.org/programs/saferoutes/">League of American Bicyclists Safety Program</a>. It&#8217;s a lot more intense to run a bike to school program because there&#8217;s equipment involved, and safety concerns are greater. The kids really have to be well-trained in how to interact with traffic and the volunteers that lead the <a href="http://www.saferoutesinfo.org/events-and-training/srts-webinars/bbrigade">bike brigade</a> have to be highly trained. In our program, they are all certified instructors who do a three-day training with the League of American Bicyclists. But it&#8217;s hard to grow that quickly.</p>
<p>Another component is teaching teenagers how to use the public transportation system, if they have access to one. We have a very underfunded bus system in Columbia, and that&#8217;s one of our policy campaigns: to increase public funding for the bus system so that it provides better options for everybody. But with teenagers, if they start learning and using the bus early, they will really enjoy the increased freedom in getting around town.</p>
<p><b>Is there one obstacle in particular that you often see causing trouble with programs that are getting started or trying to grow? </b></p>
<p>The way that rural communities and suburbs are built, often with everything very spread out, can make starting a Walking School Bus program very difficult. I don’t know that we&#8217;re ever going to see sidewalks on every rural highway, or lane, so there will always be some sectors that don&#8217;t convert to active or public transportation, where the car makes most sense, and that&#8217;s probably OK. I think that there needs to be a balance. I would like to look to Copenhagen, where approximately one-third of all journeys are taken by walking or biking, one-third by public transportation, and one-third by private car. I think that&#8217;s a really nice balance for a city to aspire to. In most American cities, it&#8217;s more like 80% private car, 10% public transportation, and 10% walking or biking.</p>

<p>Dear Placemakers;</p>
<p>Almost four decades ago, we created the Project for Public Spaces to expand the work of the great urbanologist and observer of public spaces, <a href="http://www.pps.org/reference/wwhyte/">Holly Whyte</a>. The way that public spaces were being conceived and designed then was disconnected from the reality of how people used them, yet there was surprisingly little resistance. Today, in contrast, we are witnessing a convergence of advocates, activists, fathers, mothers, citizens, neighbors, friends — those we call the “<a href="http://www.pps.org/zealous_nuts/">zealous nuts</a>” — all coming together around the idea of place.</p>
<p>I have seen this happening in so many ways in 2012. In my conversations with attendees at <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> and at the <a href="http://www.pps.org/publicmarkets12/">8<sup>th</sup> International Public Markets Conference</a>, I heard advocates for local food, public health, and active transportation speak repeatedly of the desire to work with more broad-based, multi-faceted coalitions. They realized during their respective conferences that deeper, transformative change can be brought about across movements through a renewed focus on the idea of place.</p>
<p>This is not just a trend in the United States, but a global movement for our rapidly urbanizing world. We are honored to be joining with <a href="http://www.unhabitat.org/categories.asp?catid=9">UN-Habitat</a> and the <a href="http://www.axsonjohnsonfoundation.org/">Ax:son Johnson Foundation</a> in Sweden to <a href="http://www.unhabitat.org/content.asp?cid=11536&amp;catid=5&amp;typeid=6&amp;subMenuId=0">launch a series of international forums</a> to plan how public spaces can be a core agenda for Habitat III in 2016. There is ever more evidence of a growing consciousness around the process of Placemaking. Grassroots advocates have been demanding a larger role in shaping their cities, with increasing success. This resulted in a number of exciting new developments in 2012:</p>

<li>We’ve had the opportunity to work on the reclamation of iconic public spaces like the New Haven Green, the campus of Harvard University, the Alamo Plaza in San Antonio, and the Woodward Avenue corridor in Detroit.</li>
</ul>
<ul>
<li>We <a href="http://www.pps.org/announcing-the-communitymatters-partnership/">partnered</a> with the Orton Family Foundation, Deliberative Democracy Consortium, Grassroots Grantmakers, National Coalition for Dialogue &amp; Deliberation, New America Foundation, and Strong Towns to launch the <a href="http://www.communitymatters.org/">CommunityMatters</a> partnership.</li>
</ul>
<ul>
<li>We’ve worked with major cultural and civic organizations to bring culture and art <a href="http://www.pps.org/creativity-placemaking-building-inspiring-centers-of-culture/">out into the streets</a>, in places like the <a href="http://www.pps.org/houston-library-plaza-building-knowledge-building-community-2/">Houston Public Library’s</a> central downtown plaza and the Virginia Museum of Fine Arts.</li>
</ul>
<ul>
<li>And speaking of art, we were <a href="http://www.pps.org/pps-to-lead-national-endowment-for-the-arts-citizens-institute-on-rural-design/">selected</a> to lead the National Endowment for the Arts’ Citizens’ Institute on Rural Design.</li>
</ul>
<ul>
<li>Our focus on public markets has continued to expand through work on the Halifax Seaport Farmers Market, ByWard Market in Ottawa, and San Antonio’s <a href="http://www.pps.org/setting-the-table-making-a-place-how-food-can-help-create-a-multi-use-destination/">Pearl Brewery district</a>. Meanwhile, the <a href="www.pps.org/projects/cedar-rapids-city-market-feasibility-study/">NewBo City Market</a>, a brand new indoor market we helped plan, opened in Cedar Rapids this October, helping to revitalize this Iowan city after a devastating flood.</li>
</ul>
<ul>
<li>The PPS Transportation department has continued with its stewardship of the <a href="http://contextsensitivesolutions.org/content/css-champions/brighton_boulevard__managing_tr/">Context Sensitive Solutions</a> program, and launched a series of wildly popular webinars in partnership with the Federal Highway Association.</li>
</ul>
</blockquote>
<p>While we used to fight for each small win, the importance of re-focusing our communities on place is being realized at higher and higher levels every day. It is at this critical point in the growth of the Placemaking movement that we are preparing for a shift into more proactive advocacy and network-building work. We know that our network of extraordinary people is our greatest asset, and we have spent the past several months preparing for the launch of a <strong>Placemaking Leadership Council.</strong></p>
<p>This Council will accelerate the gathering of many voices and, through a series of convocations over the next several years, define a series of actions related to 1) re-centering transportation so that it helps to builds communities, 2) strengthening local economies through dynamic public markets, 3) building neighborhoods with centers that are true multi-use destinations, and 4) advocating for a new architecture of <em>place</em>. Our first meeting will take place in Detroit this coming April. The “transformative agendas” shaped by the Council will play a key role in the discussion that will take place at the forums we&#8217;re organizing with Ax:son Johnson and UN-Habitat.</p>

<p>In the middle of the 20<sup>th</sup> century, the power to shape our public spaces—a power that I consider a fundamental human right—was taken away from us. I have watched for years as people have fought to take it back. The Placemaking Leadership Council is a critical next step, filling the need for a central forum for debate and discussion of strategies and tactics for re-establishing a focus on creating better places at a global scale. On behalf of everyone at PPS, I thank you for all that you do to make the places and spaces in your community stronger. 2013 is going to be the year of the Zealous Nut! We’ll see you there!</p>

<p>Library culture in the city of Houston is undergoing an exciting shift as the <a href="http://www.houstonlibrary.org/home">Houston Public Library</a> reconsiders its public role. Instead of thinking of its programming as needing to remain within the building’s four walls, recent efforts are pulling the activity into outdoor spaces. Building upon the momentum of <a href="http://www.pps.org/reference/houston-is-north-americas-placemaking-capital/">other successful downtown projects</a>, Director of Libraries, Dr. Rhea Brown Lawson, reached out to PPS to help them realize their new vision.</p>
<p>Earlier this year, PPS’s <a href="http://www.pps.org/about/team/cnikitin/">Cynthia Nikitin</a> and <a href="http://www.pps.org/about/team/emadison/">Elena Madison</a> traveled to Houston to train more than 150 people—library staff as well as community partners and stakeholders—on how libraries can maximize the role they are inherently equipped to fill. Libraries are <a href="http://www.pps.org/reference/librariesthatmatter-2/">natural hosts of community life</a>. They are recognized as broadly accessible places, intentionally inclusive, and welcoming for everyone seeking knowledge and cultural enrichment. Throughout the workshops, participants explored the potential of libraries to be active centers of public life and creativity, not merely static warehouses for books.</p>
<p>Today, the staff at the Houston Public Library’s central branch is directing their attention toward the plaza out in front of the building. In little time, this space has been transformed from a barren expanse of concrete into a public stage par excellence. Taking the core Placemaking principles to heart, the library has begun implementing a <a href="http://www.pps.org/reference/lighter-quicker-cheaper-2-2/">Lighter, Quicker, Cheaper</a> strategy to attract more people to the space through a variety of programming and design improvements. With an eye toward connecting the plaza to what already exists in the surrounding area, particularly the weekly <a href="http://urbanharvest.org/farmmarket/farmmarket.html">Farmers&#8217; Market</a> that takes place in front of City Hall across the street. The Central Library plaza now provides seating to accommodate spillover from the market, hosts a library card sign-up at the farmers&#8217; market, and organizes book sale events. Lunch-hour readings are also creating an inviting gathering spot for the community of surrounding office and business workers.</p>
<p>It is important to note that much of the new programming is being organized without great additional strain on the library&#8217;s resources. For an institution that habitually deals with limited funds and staff capacity, community partnerships have been key in helping to implement the vision for the plaza. The mix of activities that’s taking place in this exciting new downtown destination—from simple events like readings all the way up to major celebrations like the recent LibroFEST, organized with <a href="http://www.latinoteca.com/arte-publico-press">Arte Publico</a>, the <a href="http://www.spahouston.org/">Society for the Performing Arts</a>, and <a href="http://witshouston.org/">Writers in the Schools</a>—directly serves the needs of the business and residential communities that had heretofore stayed off of the streets, preferring to frequent the shops in the climate controlled underground tunnels instead.</p>

<p>Madison and Nikitin agree that the project has benefited enormously from the fact that Houston has been a forward-thinking city in terms of combining institutions and city services with the aim of creating great places. Strong early partners included the <a href="http://www.houstonartsalliance.com/">Houston Arts Alliance</a> and <a href="http://www.greenhoustontx.gov/">Green Houston</a>, and the City of Houston&#8217;s sustainability department in charge of the farmers&#8217; market. As the plaza’s transformation has begun, additional partners like the <a href="http://www.houstonlibraryfoundation.org/">Houston Public Library Foundation</a>, <a href="http://www.friendsofhpl.org/">Friends of the Houston Public Library</a>, and a mix of local cultural organizations have helped to generate public and political interest. Collaboration has, from day one, been a critical component of the plaza’s success.</p>
<p>By positioning the plaza as an open and flexible platform, the library is now able to mingle with and integrate itself into the daily rhythm of its corner of downtown. In the long term, this will help to build support for more capital-intensive plans for the plaza, including a resurfacing and the construction of a water wall, an amenity at the top of locals’ list to provide relief from Houston&#8217;s hot, muggy summers. And although the new activities taking in plaza have necessarily been focused on the audience of the central branch, the seeds for change have been planted across the city&#8217;s network of libraries. It is hoped in the near future that more branches will start building out their own “front porches.”</p>
<p>In the information age, it is important to remember that we gain knowledge not just from the page (digital or print), but also from our interactions with other people. By taking the lead in Houston, the staff of the central library has proven themselves to be indispensable advocates of community life. Their example is one that other libraries would be wise to follow!</p>

<p>Elizabeth Hamby and Hatuey Ramos Fermín <a href="http://www.metalocal.net/">are people connectors</a>. As artists, activists, and Bronxites, their creative collaborations are all about gathering information from neighbors and presenting it in ways that allow communities to better understand themselves and the urban spaces they create. The two have worked in all kinds of public spaces, from major thoroughfares and street corners to laundromats, grocery stores, and vacant waterfronts.</p>
<p>Recently, they organized <em><a href="http://boogiedownrides.org/">Boogie Down Rides: Bicycling is Art</a></em>.<em> </em>The artists used the social act of biking as a springboard for talking with people about the creation of healthy, active urban environments. Throughout the month of May 2012, they set up many different formats for engaging the public: a temporary bike shop that simultaneously served as an education hub, group rides across the Bronx, and visioning workshops about biking and greenway initiatives in the city.</p>
<p>The project was organized as part of the public art exhibition, <em><a href="http://www.pps.org/for-great-public-art-bring-in-the-public/">This Side of Paradise</a></em>, by <a href="http://nolongerempty.org/">No Longer Empty</a> at the Andrew Freedman Home. I recently sat down with Hatuey and Elizabeth to talk about <em>Boogie Down Rides </em>and the other urban projects they have in the works.</p>
<p>&nbsp;</p>
<p><strong>What was it about your community that inspired <em>Boogie Down Rides</em>? Was there a particular need that you were responding to or wanted to address? </strong></p>
<p>Hatuey: <em>Boogie Down Rides</em> grew out of another project of mine, <em>Transmit-Transit. </em>It explored the idea of taxi drivers as a mode of transport in the the Bronx, and the need for cabs to move around. Public transit in the north-south direction works well but east-west not so much. No Longer Empty first approached me about that transportation project, which became a video installation at the Andrew Freedman Home that connected the gallery space to the outside world. Then we began thinking about how to physically and conceptually expand transportation within the community. Transportation was a major theme extending back to Mr. Freedman&#8217;s time, with Mr. Freedman being a major backer of the Interborough Rapid Transit (IRT), New York City&#8217;s original underground subway. The IRT addressed the linking of open space from Central Park to Van Cortlandt Park. Extending the idea of <em>Transmit-Transit</em> beyond cabs, we wanted to look at bikes as another viable option to address mobility in the Bronx.</p>
<p><strong>One of the great things about <em>Boogie Down Rides</em> is how it brings together many activities that people may not normally associate but which all contribute to healthy places. Your tagline, for example, is <em>Bicycling is Art</em>. Can you explain how biking, public art, and urban spaces are linked in your project? </strong></p>
<p>Elizabeth: Instead of representing reality as a painting, we live it on a bike. The bike embodied action for this issue of transportation in the Bronx, where biking is a social act and a political act. Instead of designing a solution to a problem, we tried to figure out the questions that exist in real life through the experience of biking. We both live in the Bronx. It&#8217;s part of our day-to-day reality, and because we&#8217;re artists, we have a compulsion to make what we see public.</p>
<p><strong>The project also involved community visioning sessions for the Bronx&#8217;s longer-term development. What came out of these sessions? </strong></p>
<p>Elizabeth: The visioning sessions were really spearheaded by the <a href="http://www.nyc.gov/html/doh/html/home/home.shtml">Department of Health and Mental Hygiene</a>, which was just launching an interactive toolkit to gather data and address threats to active transportation and public space. They were key in leading some of the concrete visioning work happening around the Sheridan Expressway, where dangerous connections make it unsafe to bike between the parks. Rather than focusing on cause and effect, the visioning sessions were about figuring out opportunities for improvement. Safety—specifically, feeling safe in public—was an ongoing theme in the conversations we had with our neighbors.</p>

<p><strong>Throughout your various interactions with the public, did you come across questions or reactions that particularly surprised you? </strong></p>
<p>Elizabeth: One of the most surprising things that we learned from <em>Boogie Down Rides</em> was the number of adults—particularly women—who had never learned how to ride a bike, and who were very excited to find out about opportunities for biking in the Bronx. In the instance of another project, <a href="http://hatueyramosfermin.com/mind-the-gapla-brecha/"><em>Mind the Gap/La Brecha</em></a>, we talked a lot with folks in our neighborhood about their ideas for the waterfront. One of the critical components to the waterfront that came up over and over again was the basic need for clean public restrooms!</p>
<p><strong>Collaboration seems integral to your work. What other community partners were vested in <em>Boogie Down Rides</em>?</strong></p>
<p>Hatuey: Conversations and collaborations were important from the start; we worked with <a href="http://www.transalt.org/">Transportation Alternatives</a>, <a href="http://www.nyc.gov/html/doh/html/home/home.shtml">Department of Health and Mental Hygiene</a>, <a href="http://bronxriver.org/">Bronx River Alliance</a>, <a href="http://www.bikethebronx.com/">Bike the Bronx</a>, <a href="http://www.bronxhealthreach.org/">Bronx Health REACH</a>, <a href="http://www.cityparksfoundation.org/partnerships-for-parks/">Partnership for Parks</a>, <a href="http://velocity-rides.org/">Velo City</a>&#8230;</p>
<p>Elizabeth: We also had a meeting with City Planning and the Mayor&#8217;s Office where we were able to show our recommendations. It was perhaps an unusual case in that the Mayor&#8217;s Office and City Planning came to us. Our collaborations really grew organically, and our project was timely in terms of how they related to conversations already happening in New York about biking, complete streets, and the <a href="http://www.nycedc.com/project/south-bronx-greenway">South Bronx Greenway Plan</a>.</p>
<p><strong>And did people express any misconceptions that you were able to address through these collaborations?</strong></p>
<p>Elizabeth: I think that artists working in public the way that we do are often confused with non-profit or other community-based organizations. We often talk to people about the role that artists play as citizens and neighbors in our communities—and the ways that we hope that our work can help make our neighborhoods more safe, lively, and liveable.</p>
<p><strong>Any advice you would give to communities who are trying to build healthier places? </strong></p>
<p>Elizabeth: You have to remember the factor of critical mass. If you notice a problem, someone else probably has too, so it becomes about working together in a long-term way.</p>
<p>Hatuey: It&#8217;s realizing there are already resources within the community, and that becomes the main point of departure. You don&#8217;t want to reinvent the wheel. You want to create space to bring stakeholders together.</p>
<p>Elizabeth: Also humility and willingness to listen and genuinely collaborate—those are really important, in regard to attitude. There&#8217;s a lot of work that goes into working together.</p>
<p>Hatuey: Listening is the biggest thing, listening with a big ear.</p>

<p><em>It is hard to believe that it has already been six weeks since we convened Pro Walk/Pro Bike: Pro Place 2012. The conference inspired a multitude of ideas, forged new partnerships, and reinforced existing ones. The tone was mostly upbeat; however, owing to the frustration of those who have been calling for change for years if not decades, sometimes the messaging took out their frustrations on engineers and transportation professionals.</em></p>
<p><em>Reprinted below (with permission) is an email sent to me by Bryan Jones, one of the professional engineers in attendance at the conference, expressing his concerns over how some of the advocates who spoke at PWPB Pro Place engaged in what I would call engineer-bashing. After spending 40 years as a transportation engineer myself, I empathize with Bryan (who works, for the record, as the Deputy Director of the City of Carlsbad, California’s <a href="http://www.carlsbadca.gov/services/traffic/Pages/LivableStreets.aspx">Transportation Department</a>). As an engineer, I too have often borne the brunt of folks frustrated with the direction of transportation over the last 50 years.  </em></p>
<p><em>I felt that Bryan’s email was worth sharing, not so much in an effort to defend my profession, but because I know that Bryan is 100% correct in pointing out that when advocacy unleashes harsh and personal rhetoric, it not only distracts us from the path to change, it deepens the barrier that we have to cross to engage the transportation for change. Bryan’s remarks about the reaction in some quarters to our disappointment with <a href="http://www.fhwa.dot.gov/map21/">MAP-21</a> also resonated with me. Stomping our feet over what could or should have been will do no good.</em></p>

<p>Dear Gary;</p>
<p>I wanted to take a moment after <a href="http://www.pps.org/pwpb2012/">Pro Walk/Pro Bike: Pro Place</a> to share that I really enjoyed the conference. There were many great sessions and featured keynote speakers. For me, it was about connecting and reconnecting with people and fostering relationships. It was about hearing what others are doing in their organizations whether in advocacy, government, private business, or non-profits, at the local, regional, state, or national level. The 2012 organizers did a great job bringing the Pro Place theme into the conversations. I was fascinated and inspired by people from Project for Public Spaces like Fred &amp; Ethan Kent, and advocates like Victor Dover. They brought a great new language and conversation to the Pro Walk/Pro Bike movement. Their messages resonated with me as their work results in creating streets, places, and communities where people want to be. And that means jobs, new businesses, and thriving and safe communities. The City of Long Beach and the host committee also did a fantastic job. Well done Charlie Gandy and team!</p>
<p>While the host committee reached out to organizations like the Institute for Transportation Engineers and AASHTO, there was an undertone throughout the conference that these organizations and their members along with a certain political party was to blame for society’s current problems. So the reach out was one step forward, but the undertone might have been two to five steps backwards. In fact, some of the speakers did not even make it an undertone. When speakers attack certain professions such as Traffic Engineering or political parties such as Republicans, it does not create partnerships or unity for a movement but furthers polarization and a greater divide. Most engineers at this conference felt unwelcome if they could not overcome or look past some of the speaker&#8217;s attacks.</p>
<p>The speakers were good, and their message could have been delivered without attacking or blaming. I heard it during keynote speeches and in break-out sessions. A good analogy would be a comedian&#8217;s or musician&#8217;s talents that get lost or unheard because of their curse language that prevents some from attending or listening. However, many of the speakers spoke to the choir and audience present rather than connecting with, welcoming, and reaching out to these new organizations which could be our partners now and in the future. In fact, I heard from many engineers that they felt unwelcome, which is definitely not a feeling we want them leaving with because we need them as partners and collaborators. I have been working closely with advocacy organizations for most of my career, and I feel my collaborative experiences with them have allowed me to be a better engineer and planner. I always encourage my colleagues in the engineering and planning professions to proactively engage advocacy organizations in a collaborative manner.</p>
<p>We can dwell on the perceived setback of MAP-21 and become victims. It is an easy position to take. However, our reality is in our thoughts and we can focus our thoughts on all the great successes that have been accomplished and how to foster more of these successes. We can focus on what we &#8220;CAN&#8221; do rather than what we &#8220;CAN&#8217;T&#8221; do. Blaming others or specific groups for our built environment accomplishes very little and, as I remember one of my mentors saying, when you point blame on others there are three fingers pointing back at you. We have to be careful throwing rocks in a glass house. We live in a democracy so our built environment is the responsibility of all of us&#8230;now and in the past and future. And it has caused unintended public health, environmental, and mobility costs to name just a few of the consequences.</p>
<p>I might suggest that we can focus on changing to a culture of Active Transportation by changing the language and conversations. We need to identify and LISTEN to what our allies’ and perceived enemies’ objectives are. We should not just be talking, but SHOWING how effective our alternatives are through implementation—even at a small scale—with consistency, which can build a lot of momentum. However this requires us to CONNECT PEOPLE. A title I might suggest for 2014–I heard this &#8220;connection&#8221; discussion in April Economides presentation about her team’s success in Long Beach with Bicycle Friendly Business Districts. She changed perceptions by changing the language and conversations with people that were against bikes. While her passion is green stuff, she understood the passion of many of the business owners was also &#8220;green&#8221; $tuff! She spoke with them about the pro$perity of welcoming bike riders into their business districts, and did a lot of listening to their concerns and objectives.</p>
<p>Just so you know a little about me, this was my first Pro Walk/Pro Bike conference&#8230;although I called it Pro Walk/Pro Bike: Pro Place. I  am a Traffic Engineer, but also a Professional Transportation Planner; a member of the American Institute of Certified Planners; a League-Certified Instructor from the League of American Bicyclists; an advocate for Bicyclists and Pedestrians; a Complete and Livable Streets Implementer; and a local government public administrator/ leader. I have also had success with implementing Complete and Livable Streets in two jurisdictions (Fresno and Carlsbad) that were fairly automobile-focused when I started in their organization and community.</p>
<p>Neither of these communities has really been on the radar of most in the nation, as we didn&#8217;t accomplish change through policies and processes but rather through leadership, making connections, fostering relationships, and focusing on results. A lot of the success in these communities has come from aligning projects with community values and partnering with others like regional MPO&#8217;s, advocacy organizations, public health organizations, and our local business community. These two jurisdictions also both happen to be fairly conservative in political climate, so this movement does not have to be about one political party against another. These two communities might be great examples to further explore how political support was gained from a political party that is perceived by many as the enemy or surpressor of progress in transportation.</p>
<p>In my advocacy, I take time to encourage, empower, and enable engineers and planners to be leaders by evaluating and questioning their standards, policies and process and to determine if these standards align with community values and result in the outcomes where people want to walk and bike. We need bold transportation professionals that bring ingenuity and creativity to our profession; the world is ever-changing, and our profession must keep up. I want to also encourage the Pro Walk/Pro Bike organization to continue to utilize those of us in the transportation profession that &#8220;get it&#8221; and are your allies. We can help bridge the gap and create and foster the necessary relationships and connections with our fellow colleagues that might be slow to adopt the new active transportation system.</p>
<p>We have seen the innovation that has occurred in the telecommunication industry over the last fifty years. It started out with community phones with operators, then private phones, rotary phones to digital push button to wireless. Later the cellular phone was invented and first came with a briefcase size battery and as innovation occurred in the batteries and technology we went through flip phones, phones with keyboards, phone with lots of buttons and we now have the popular iPhone with one button. We are all waiting to see what comes next to help us connect with each other.</p>
<p>We have also seen a change in perspective with storm water regulations in California from quantity to quality. What would it be like if we experienced a change in perspective with transportation from quantity (freeways and wide thoroughfares with expectations of Level of Service C and D for peak hours) to quality.</p>
<p>However, change does not occur as quickly anymore from the Federal or State government. They are too big and remote to serve the people very efficiently and effectively or change course quickly. I am a firm believer that building quality streets, neighborhoods and communities starts with local governments. 85% of Americans lives within these cities. So in 2014&#8230;Pro Walk, Pro Bike, Pro Place, PRO PEOPLE! We could even add Pro Business and Pro Jobs! Or Pro Prosperity! or as this article suggests Pro Community Thrive! Just some thoughts on how the messaging could be better received by potential partners of tomorrow that maybe perceived by some as enemies of the movement today.</p>

<p>In our new <strong>Citizen Placemaker</strong> <a href="http://www.pps.org/?s=Citizen+Placemaker">series</a>, we&#8217;ll be chatting with some of the folks we meet in our travels and through our online interactions to learn about the amazing and inspiring work that they do, and to see how creating great places goes far beyond the physical spaces that make up our cities.</p>
<p>This brings us to Matt Lechel (@<a href="https://twitter.com/#!/mlechs">mlechs</a>), a community change agent in Kalamazoo, Michigan. Matt is one of the founding board members of the <a href="http://ideaassociation.org/">IDEA Association</a>, a non-profit that works to create structures that improve community health. On the clock, he works as the executive director of <a href="http://www.kalamazoo.coop/">Kalamazoo Collective Housing</a> (an affordable housing cooperative that works to develop neighborhood leaders and engaged citizens) and as an event manager for <a href="http://volunteerkalamazoo.org/">Volunteer Kalamazoo</a>, where he organizes community days of service, specifically focusing on neighborhood safety initiatives. We met Matt on Twitter, and were impressed by his deep level of community involvement. So now, without further ado&#8230;</p>
<p>&nbsp;</p>
<p><strong>What is it about your place (city/neighborhood/block/etc) that inspires you to do the work that you do?</strong><br />
Kalamazoo is filled with incredible art, bright music, a growing and somewhat progressive downtown, and for the most part, people who seem to genuinely care about making the place they live better. Kalamazoo is also filled with some fascinating juxtapositions. The city is home to award-winning innovators in the field of anti-racism training and yet some neighborhoods are still so racially segregated that, at times, I wonder how much progress we&#8217;ve really made since the Civil Rights Movement. Kalamazoo is a community of truly amazing philanthropy and community investment, yet a huge chunk of that wealth was made through extremely negligent pollution of the Kalamazoo River. My motivation and curiosity stems from a desire to understand why these conflicting truths exist, and what we can do differently or better to fix them.</p>
<p>Probably wherever I called home, I would still have an insatiable desire to work in whatever small ways I can. But I do think Kalamazoo offered some special inspiration to me, particularly in terms of its cultural and political community.  As I began my journey to understand and know Kalamazoo (which is ongoing and mostly a learning experience), the real inspiration came from the people I met. I found people at the end of nearly every discovery or realization I made waiting for me with open arms, saying, “Glad you&#8217;re up to speed Matt, we could use your help, dig in.” In a town like Kalamazoo, it feels like every door is open; it just depends on if you want to step through it or not.</p>
<p><strong>It sounds like your route to community involvement was very organic. Can you say a bit about what kinds of things you saw happening around Kalamazoo that led to the creation of the IDEA Association?</strong><br />
There was a coffee shop in Kalamazoo called the Strutt that likened itself to a public cafeteria—and it wasn’t that far off. People flocked to The Strutt: artists, bohemians, poets, weirdos, hipsters, square dancers; it was such a vibrant cultural hub. As someone who works in the nonprofit/social entrepreneurship field, I started to think about the impact this place was having. This bar was a haven for artistic expression, group planning meetings, drawings and poetry—it was probably one of the most important places that existed for some locals. That’s an important and empowering realization: that “Places” don’t have to be formal, long-standing institutions; in fact, sometimes the best places are ones that sprout up out of nothing and lack traditional forms of structure or policy.</p>
<p>IDEA Association was created in an attempt to help fill the gap between art, culture, and social progress—and support the creation of organizations that improved Kalamazoo while operating outside of those traditional structures. We started organizing these weird, unique events all over Kalamazoo where we would have live music, participatory community art projects, and we would survey attendees, asking all sorts of questions about what the most important relevant social issues were to them, and what solutions they knew of or imagined.</p>

<p><strong>You describe what IDEA does as &#8220;participatory project design.” What exactly is that, and how has it worked in past projects?</strong><br />
Strengthening connections between cultural experiences and social problem-solving was only one part of the work we wanted to do. We wanted to accomplish something tangible. For the first few years, we batted around lots of ideas about  how participatory project design would manifest itself. Eventually, through our work with the <a href="http://www.kalfound.org/">Kalamazoo Community Foundation</a> and <a href="http://www.kpl.gov/oneplace/">O.N.E. Place</a>, we realized that there are many people seeking to do amazing work in our community who lack 501(c)3 status, and are thus ineligible to receive even small grants. On top of that, many nascent groups struggle with communication and organizational development issues—some of the very same issues IDEA had worked through. As a result, we began to serve as a fiscal sponsor to emerging grassroots projects in town.</p>
<p>An early success project is the <a href="http://www.openroadsbike.org/Open_Roads/Open_Roads.html">Open Roads Bike Program</a>. Open Roads was started 36 months ago by Ethan Alexander and a couple of neighbors who saw a problem on their street in Kalamazoo’s Edison neighborhood and wanted to make a difference. They started hosting weekly “Fixapaloozas” in Ethan’s garage. Pretty soon, kids and parents alike were coming to check it out, neighbors started to donate bikes, and by the end of the summer every single kid on the street had their own bike—and the skills to fix it themselves. Open Roads considered becoming their own 501(c)3 nonprofit, but decided they’d rather focus on doing what they love: working with kids, fixing bikes. This past summer, through fiscal sponsorship with IDEA, Open Roads got a significant grant from the Kalamazoo Community Foundation that took their program citywide.</p>
<p>We’ve found that there are so many people just like the Open Roads crew, who are outrageously talented and simply want to make an impact. They just need some of the community’s resources pointed in their direction. We help them identify and go after those resources.</p>

<p><strong>One of our key <a href="http://www.pps.org/articles/11steps/">Placemaking Principles</a> is that “you can&#8217;t do it alone.” How important is collaboration in your efforts to improve Kalamazoo?</strong><br />
For me, collaboration is just a way of life. When someone brings me a new idea, the first thing I want to do is connect them to everyone in town who cares about similar issues. And Kalamazoo feels like a small enough place that you can literally get to know every single person in it if you try hard enough.</p>
<p>While collaboration can feel forced these days as it becomes a mantra for foundations and funders, when it happens organically and cooperatively, it’s so obvious and simple. IDEA’s fiscal sponsorship work is collaborative by its very nature. There are these really fantastic Zen-like moments when we’re meeting with various partner organizations. We’ll have 10 people in a room, all of whom have these grand visions, but only $1,000 in seed funding. People start to realize the immense amount of resources it will take to achieve the impacts that match their visions, and finally someone will speak up and say something like, “Hey, all of our resources are so limited…shouldn’t we be asking ourselves what investments we can make together that serve <em>all </em>of our collective needs?” And then they create these masterful program collaborations that incorporate several emerging grassroots projects instead of just one.</p>
<p><strong>If you could give one piece of advice to people who are interested in tackling challenges in their communities but aren&#8217;t sure where to start, what would it be?</strong><br />
Start today. Just show up. Start showing up and don’t stop showing up at community events, neighborhood watch meetings, nonprofit board meetings, city commission meetings, art shows, local concerts, political rallies. Volunteer at events related to the things that you are passionate about; sometimes you’ll be invited to participate, sometimes you’ll have to invite yourself. Just remember that there is no one more qualified to impact your community than you.</p>
