Can markets outside the U.S. apply?

No, applicants must be within the US or a US territory to qualify.

Can existing markets apply to planning grants? What constitutes a "new" market?

Planning grants are limited to new markets. However, if a market is relocating to a new site, that constitutes a "new market."

Please clarify "non-profit" applicant.

Applicants must be a federal or state certified non-profit organization or a community development corporation. Non-profits may be federally certified as 501 c(3) or may be another 501 category. Quasi-governmental groups do not qualify. Check with PPS if you have any specific situations.

Do markets applying for implementation grants (either joint with OCS or Ford alone) need to have viable business plans in place?

Yes - the assumption is that projects should be ready for implementation. Ford's expectation for non-capital projects is that activities will begin within 30-60 days of the grant award. If your project requires planning, you should apply for a planning grant.

How much detail should be provided for the budget?

The detailed budget for Ford Foundation proposals is provided in the Electronic Grant Application Checklist. You need only provide line item totals for each of your major categories of the budget (staff, travel expenses, consultants, etc.). You do not need to provide more detailed budget breakdowns at this time; however, after selection, there may be a closer analysis of the budget as part of the grant contracting process with PPS.

In the Electronic Grant Application Checklist, it says under Proposal, "Please include a set of outcome measurements." Is this something additional to what is requested in the RFP?

No, you do not need to submit another set of outcome measurements. Outcome measurements should be covered in your answer to the question, "How do you define success and how will you measure it?" in your proposal narrative.

Do you want the entire proposal or any part of the proposal emailed to you?

No. Since certain graphic files may be too large to send, we are no longer requiring that applicants e-mail any component of the proposal to PPS.

In terms of submission requirements, what should be submitted in hard copy and what should be submitted on a disk or CD?

We have received several questions about this, and we realized that we needed to clarify the requirements and provide guidance on how to package the final proposals.

  • Hard Copies:We request that you send us six (6) hard copies of the proposal. Each copy of the proposal should be bound and contain the following items (as more fully explained on pages 13-14 of the RFP):
  • Cover Letter
  • Cover Page
  • Proposal Narrative
  • Appendix with photos, plans, etc.
  • Letters of Support
  • Line-by-line Project Budget (you can include this in the proposal narrative or make it a separate attachment)
  • OCS Proposal (for joint OCS/Ford applicants only)
  • On Disk or CD:Please include on a disk or CD the components of the Electronic Grant Application Checklist (in as few MS Word or EXCEL documents as possible), including:
  • Proposal (cover letter, cover page, proposal narrative, letters of support, and line-by-line budget) - there is NO need to include the appendices on disk or CD, nor the OCS proposal in the case of joint applicants.
  • Resume(s) of project director(s)
  • Organizational Budget
  • Organizational Profile
  • Advisory board information
  • Label the disk or CD with the name of the applicant, put it in a protective sleeve or case and put that into a folder or envelope with hard copies of the following two items:
  • A single copy of the Electronic Grant Application Checklist itself (which you can download from this web site) which should be filled out and all of the information requested (i.e. Diversity Table) included.
  • A single copy of your tax status information. If you are a 501(c)(3) or have another non-profit determination from the IRS, you should attach one copy of your official determination letter. If you are another form of non-profit (please see other Q&A) you should attach that documentation.
